ANSI Z133 Safety Standard Requirements For Tree Care
Why this matters
ANSI Z133 is the consensus safety standard for arboricultural operations in the United States. OSHA does not have a tree-care-specific standard; in its absence, OSHA inspectors lean on Z133 (and general-duty clause citations) to evaluate whether a tree-care employer has met "industry best practice." A company that does not train to Z133, does not document training, and does not enforce Z133 work rules is the company that catches a serious-violation citation when something goes wrong (OSHA serious-violation maximums are statutorily adjusted annually under the Federal Civil Penalties Inflation Adjustment Act). This article gives the structure of Z133, the work rules that show up in inspections, and the training-record cadence that satisfies the standard.
Standard structure
The current edition (Z133-2017, with periodic reaffirmation) is organized into operational chapters:
- General Safety - employer responsibilities, employee responsibilities, training, supervision.
- Vehicles and Mobile Equipment - chippers, stump grinders, aerial lifts, cranes used in tree work.
- Hand Tools and Climbing Equipment - ropes, saddles, friction devices, helmets, eye protection.
- Aerial Lifts - operator training, daily inspection, work positioning.
- Climbing - tie-in rules, climbing line standards, work positioning.
- Pruning and Tree Removal - sequencing, drop zones, rigging, felling.
- Electrical Hazards - approach distances, qualified-person rules for line-clearance work.
- Brush Chippers - feed table, feed-stop bars, jam clearing, lockout.
- Stump Cutters.
Each chapter contains mandatory requirements (shall language) and recommended practices (should language). OSHA general-duty citations typically reference the "shall" requirements.
Employer responsibilities (Chapter 2)
- Provide a workplace free of recognized hazards (this language mirrors the OSHA general-duty clause).
- Train each employee on the hazards of the assigned work and the safe-work practices that mitigate them.
- Furnish required PPE at no cost to the employee.
- Document training - who, what, when, and the trainer's qualifications.
- Maintain equipment in safe operating condition and remove damaged equipment from service.
- Plan each job site - hazard identification, work plan, communication signals, emergency response.
Employee responsibilities (Chapter 2)
- Follow established safe-work practices and use required PPE.
- Report unsafe conditions and damaged equipment.
- Refuse to perform work the employee reasonably believes is unsafe.
Required PPE (Chapter 3)
- Head protection - Type I helmet meeting ANSI Z89.1 Class E for electrical hazards or Class G for general industry, depending on exposure.
- Eye protection - safety glasses meeting ANSI Z87.1 with side shields, plus a face shield for chipper feeding, chainsaw work, and chemical applications.
- Hearing protection - rated for the noise level of the equipment in use.
- Leg protection - ASTM F1897 chainsaw chaps or pants for chainsaw operators on the ground.
- Hand protection - cut-resistant or vibration-attenuating gloves as appropriate.
- Foot protection - sturdy work boots with defined heel and slip-resistant sole.
- High-visibility clothing - roadside work or work near operating equipment.
- Climbing system - full-body or seat harness meeting ANSI Z133 / CI 1801 specifications.
Climbing rules (Chapter 5)
The work-position-and-tie-in rules are tested most often in incident investigations:
- The climber shall be tied in at all times when working above grade except during brief, defined transitions.
- The climbing line shall meet the published minimum tensile strength (5,400 lbf for arborist climbing rope).
- Two attachments shall be used at the work position when the climber is using a chainsaw above grade - the working tie-in plus a separate flip line / lanyard.
- Spikes / spurs are prohibited on trees being pruned (allowed for removals only).
- A climber's tie-in point shall be at or above the climber's waist in normal work; never used as a fall-arrest anchor for a fall greater than the equipment is rated.
Electrical approach distances (Chapter 8)
Minimum approach distances by voltage class:
- 0 to 750 V (service drops, secondary): 10 feet for unqualified workers.
- 50 V to 50 kV (distribution lines, common roadside primary): 10 feet for unqualified workers.
- Above 50 kV: increases per the OSHA 1910.269 table.
Tree workers without specific line-clearance qualification are unqualified for this rule. Trees within the minimum approach distance require utility cooperation (de-energize and tag, or send a qualified line-clearance crew).
Brush chipper rules (Chapter 8 of the standard)
- Operators trained on the specific machine before use; training documented.
- Daily inspection of feed-stop bar, E-stop, and rotor brake.
- PPE for ground crew - chaps even if not running a saw, eye protection, hearing protection, gloves with tight cuffs.
- Never bypass or disable safety devices including the bottom feed-stop bar.
- Engine off and rotor fully stopped before clearing jams.
Aerial lift rules (Chapter 4)
- Operator trained on the specific machine model.
- Daily inspection per the manufacturer's checklist.
- Fall protection at the platform - tie-in to the manufacturer-provided lanyard anchor at all times above grade.
- Insulated booms required when working within MAD of energized conductors (qualified line-clearance work only).
- Outriggers / stabilizers set on a firm surface before boom is raised.
Training documentation cadence
Z133 does not prescribe training intervals beyond "as needed to maintain proficiency," but TCIA-aligned practice and most insurance carriers require:
- New hire - documented orientation training covering all relevant Z133 chapters before first independent work.
- Annual refresher - documented review of standard work practices.
- Equipment-specific training - whenever new equipment is introduced.
- Incident-driven retraining - after any near-miss or recordable incident.
Documentation lives in the personnel file: date, topic, duration, trainer, and signed acknowledgment.
ANSI A300 vs Z133 - separate documents
Z133 is the safety standard. ANSI A300 is the work-quality standard (pruning, fertilization, soil management, integrated vegetation management). The two are complementary - A300 specifies how the work is done correctly; Z133 specifies how it is done safely.
