Subpanel vs Extend Circuit vs Tandem Breaker Decision Matrix
Why this matters
The customer wants one more circuit and the main panel is full. The three options - install a subpanel, extend an existing circuit, or install a tandem (half-size) breaker in a spare slot - each have a defensible field application and a misuse pattern that can fail inspection or cause a callback. Picking the right one is not about cost alone; it depends on the calculated panel load, the panel's listing for tandem breakers, the load profile of the new circuit, and the customer's 24-month plans. This matrix lays out which path wins under which conditions.
When a subpanel wins
A subpanel is the right answer when the customer is adding multiple circuits, has a localized cluster of loads (workshop, ADU, kitchen remodel, EV garage, basement finish), the main panel is at or near its position limit, the calculated main-panel load has headroom but the breaker positions are exhausted, or the customer is electrifying and you can see the next 3-5 circuits coming. The subpanel feeder is a one-time labor-and-material spend, and the subpanel buys 12-30 future breaker positions in the right physical location.
Subpanel sizing rules: the feeder breaker at the main is sized to the conductor ampacity per NEC 215 and the subpanel's main lug rating; the subpanel bus rating must be at or above the feeder breaker. NEC 250.142 prohibits bonding the neutral to the equipment grounding bus at the subpanel - this is the most common rookie error and the most common inspection failure. The grounding electrode conductor connection at the subpanel depends on whether the subpanel is in a separate building (NEC 250.32) or the same building - same-building subpanels do not need their own grounding electrode but DO need a separate equipment grounding conductor from the main.
When extending an existing circuit wins
Extend an existing circuit when the new load is small, single-purpose, and the existing circuit has clear ampacity headroom. NEC 210.23 lays out the permissible-load rules; the practical version is: a single new receptacle or fixture on a 15 A or 20 A general-purpose circuit that is currently loaded under 50 percent is a fine extension. The extension method depends on the location - a deep-jab from an existing receptacle box in the same wall cavity is the simplest, junction-box extension into the next room is the next step, fishing a new run from the panel is the last resort.
Extension is the WRONG answer when: the existing circuit is already loaded above 50 percent, the new load is a dedicated-circuit load by NEC requirement (small appliance circuits per 210.11(C)(1), bathroom circuits per 210.11(C)(3), laundry per 210.11(C)(2), garage per 210.11(C)(4), HVAC per 210.63), the new load is over 1500 watts continuous, OR the existing circuit is a multi-wire branch circuit and the extension would change the load balance in a way that violates the handle-tie rule. Do not extend a critical circuit (refrigerator, freezer, sump pump) - dedicate those.
When a tandem breaker wins
A tandem breaker (sometimes called a duplex, twin, or half-size breaker) fits two single-pole breakers into one panel position. They are listed and code-compliant ONLY in panel positions specifically marked as accepting them. NEC 408.36 and the panel's UL 67 listing govern tandem use - most residential panels are listed to accept tandems in a limited number of positions (typically 4-8 positions in a 40-position panel, marked on the dead-front or the panel label). Installing a tandem in a non-tandem-rated position is a violation regardless of mechanical fit.
Tandem breaker wins when: the new load is a single 15 A or 20 A circuit, the panel has at least one tandem-rated position available, the calculated panel load is well below the main rating (the breaker ampacity is not the limit; the calculated load is), and the customer does NOT have additional circuits planned. Tandems are a one-circuit solution; if the customer needs three new circuits and is planning a fourth, the subpanel buys more value.
Tandem misuse - installing a tandem in a non-listed position is the leading cause of "passed by the homeowner's brother-in-law" failures that surface at home inspection. Walk the panel and verify the tandem-rated positions before quoting.
Calculated panel load gates everything
Before adding any circuit by any method, recalculate the panel load per NEC 220. If the calculated load exceeds 80 percent of the panel main rating, the answer is not "add a circuit" - it is "upgrade the service." A 200 A service running at 165 A calculated load CANNOT accept a new EV charger or heat pump without an upgrade, regardless of whether a breaker position is free. Run the calc, document it, and have the conversation with the customer up front.
Cost and risk ladder
Tandem breaker - lowest cost, fastest install, smallest disruption. Risk: misapplied in a non-tandem-rated position, or used when load calc already exceeds 80 percent.
Extend existing circuit - moderate cost, depends on fishing distance and wall finish. Risk: existing circuit overloaded, dedicated-circuit code violation, MWBC interaction.
Subpanel - highest immediate cost, lowest long-term cost when multiple circuits are coming. Risk: neutral-ground bond error, feeder sizing error, GEC missing for outbuilding feeds.
Decision rules at a glance
One new general-purpose 15 or 20 A circuit, panel has a tandem-rated position, calc load under 80 percent - TANDEM.
One new circuit serving a non-dedicated-circuit-required load, existing circuit loaded under 50 percent, extension distance is short - EXTEND.
Multiple new circuits, dedicated-circuit loads, planned electrification, panel position-limited - SUBPANEL.
Any path where calc load exceeds 80 percent of main rating - SERVICE UPGRADE first, then add circuits.
What the AHJ will inspect
Tandem in a marked tandem-rated position only. Subpanel: feeder breaker at the main correctly sized, separate neutral and EGC bars, no neutral-ground bond, feeder conductors sized for the subpanel main rating, GEC for outbuilding feeders per NEC 250.32. Extension: junction boxes accessible, no buried splices, conductor type matches existing (NM in NM, conduit in conduit), AFCI / GFCI protection extended per current code at all NEC 210.8 and 210.12 locations.
