Illinois 200A Service Upgrade Permit And Utility Coordination Process
Why this matters
A 200A residential service upgrade in Illinois fails on process more often than on craftsmanship: the panel is perfect but the meter never gets reset because the disconnect-and-reconnect with the utility was not scheduled, the inspection was not called, or the local amendment to the adopted code was missed. Illinois has no statewide residential electrical code adopted uniformly across all jurisdictions, so the governing code and permit process are set by the local municipality or county, while the meter and service drop/lateral are owned by the utility (ComEd in northern Illinois, Ameren in central and southern Illinois). Coordinating the local permit, the local inspection, and the utility cut/reconnect is the real job. Missing any leg leaves the customer without power or the contractor with a failed final.
Who governs what
Three authorities touch a service upgrade and they do not overlap. The local authority having jurisdiction (AHJ) - the municipal or county building department - issues the permit, defines which NEC edition and local amendments apply, and performs the inspection. Many Illinois municipalities adopt a recent NEC edition with local amendments; some require a licensed/registered electrical contractor and a separate contractor registration with that municipality. The utility (ComEd or Ameren) owns the meter, the service point, and the overhead drop or underground lateral, and controls the disconnect for the work and the reconnect after inspection. The Illinois Commerce Commission regulates the utilities but is not part of the per-job process. Confirm the exact AHJ and utility for the address before quoting.
Permit and contractor registration
Pull the electrical permit from the local building department for the service-change scope (panel, service-entrance conductors, meter base, grounding electrode system). Many Illinois jurisdictions require the contractor to hold a local electrical contractor registration or license in addition to the permit; some require a bond and certificate of insurance on file. The permit application typically asks for the service size (200A), conductor and grounding details, and the panel make/model. Submit before starting; performing a service change without a permit is the most common cause of a stop-work order and a failed inspection in Illinois municipalities.
Utility coordination (ComEd / Ameren)
Notify the utility early. For an overhead service the utility must disconnect the drop at the weatherhead so the meter base and SE conductors can be replaced, then reconnect after the local inspection passes; for an underground lateral the coordination covers de-energizing at the meter. ComEd and Ameren each have a service-request/meter-disconnect process with lead times, so schedule the cut/reconnect in parallel with the permit, not after. Many jurisdictions require the local inspection to be passed and a release/affidavit transmitted to the utility before the utility will reset the meter and re-energize. Sequence: permit issued, work performed, local inspection passed, inspection release to the utility, utility reconnects and re-energizes.
Code and installation points the inspector will check
Expect the inspection to verify the items the adopted NEC edition requires for a 200A service: service-entrance conductor sizing for 200A per NEC 310 and the service-conductor provisions of Article 230; a service disconnect rated and located per Article 230.70 with the emergency-disconnect marking required by 230.85 in recent editions; grounding electrode system per Article 250 (typically two ground rods unless a single rod tests under 25 ohms, plus bonding to the metal water service and any CSST/gas bonding); main bonding jumper and proper neutral-ground separation; working clearances per 110.26; and surge protection at the service per 230.67 in recent editions. Confirm which NEC edition the local AHJ has adopted, because the SPD and emergency-disconnect requirements differ by edition.
Sequencing and common failure points
The clean sequence is: confirm AHJ and utility, register/license locally if required, pull the permit, schedule the utility disconnect/reconnect, perform the service change, call and pass the local inspection, transmit the inspection release to the utility, and have the utility reset the meter and re-energize. The most common process failures in Illinois are: starting work before the permit issues, not scheduling the utility cut/reconnect early enough (lead times bite), missing a local amendment (SPD, emergency disconnect, or grounding specifics that exceed the base NEC), and assuming the utility will reset the meter without the AHJ's inspection release. Build all three legs - permit, inspection, utility - into the schedule from day one.
Verification before closeout
Before calling final and releasing to the utility: confirm conductor and grounding sizing against the adopted edition, confirm the emergency disconnect marking and SPD if the adopted edition requires them, verify working clearances, torque all terminations to the marked values per NEC 110.14(D), and confirm the grounding electrode system and all required bonding are complete. After the utility resets the meter and re-energizes, verify balanced voltage on both legs at the main and confirm the main bond and neutral-ground separation in any subpanels. Document the permit number, inspection date, and utility work order for the customer's records.
