Ledger Flashing Aged But Dry Reflash Now Vs Monitor Condition Decision Tree

Why this matters

You opened a deck for a different reason (board replacement, framing inspection, post-storm walk-through) and found the ledger flashing aged but not actively leaking. The band board behind it is dry. The customer wants to know whether to spend on a reflash now or monitor. This is a condition-versus-calendar decision that lives squarely in your judgement, and the wrong call in either direction costs the customer: reflash too early and you spent money on a system that still had life; monitor too long and the band board rots while the customer sleeps. The deciding variables are flashing material and condition, the band board's current and historical moisture state, the rebuild cost differential at hand, and the customer's tolerance for callback risk. This tree gets you to a defensible recommendation per house.

Symptom presentation

Get behind the boards above the ledger and characterize what you can see:

  • Flashing material identifiable: galvanized step flashing, aluminum drip cap, copper, or vinyl Z.
  • Surface condition: bright, pitted, perforated, missing dressed lip, slipped behind the siding, or sealed with a bead of caulk.
  • Band board behind the ledger: dry to the touch, moisture-metered low, no rot probe penetration; OR damp; OR soft.
  • Drainage path above: kickout flashing present at the wall-to-deck corner, drip edge over the ledger, siding stops 1 inch above the deck surface.
  • Age and species of the ledger and band: a 15 year old PT ledger over an OSB band is a different conversation than a 5 year old PT ledger over a solid sawn band.

A dry band behind aged flashing is the typical finding. The question is how long the system has left.

Quick checks

  1. Probe the band board with a small awl at three points: directly behind the ledger, an inch above, and an inch below. Penetration greater than roughly 1/8 inch with light pressure says soft, not dry.
  2. Pin-meter the band board behind the ledger. Below roughly 15 percent moisture content says dry now; above 19 percent says actively wet.
  3. Look at the flashing for active failure points: perforations, separated overlaps, caulk-only "flashing" (a single bead instead of a sheet), no kickout at the wall corner.
  4. Identify the bulk-water path: gutter overflow above, siding terminating below the ledger top, no drip cap. If bulk water reaches the joint, dry today is short-lived.

Isolation tree

  • Flashing intact (no perforations or slips), band dry, bulk water diverted: monitor. Go to the monitor branch.
  • Flashing intact but caulk-dependent, band dry, bulk water diverted: borderline. Go to the borderline branch.
  • Flashing perforated, slipped, or missing dressed lip, band still dry: reflash now. Go to the reflash branch.
  • Flashing intact, band damp or soft: the system is already failing the band even if the flashing looks okay. Go to the open and rebuild branch.
  • Galvanized flashing in contact with modern ACQ or copper-treated ledger: dissimilar metal corrosion is eating the flashing from the back side. Reflash with compatible material regardless of front-side appearance.

Monitor branch:

  • Document the current condition with photos and moisture readings.
  • Schedule a revisit at 12 months and after any major storm season.
  • Confirm the gutter and downspout above the deck still divert bulk water.
  • Reasonable monitor window is 1 to 3 years for intact flashing on a dry band with good drainage.

Borderline branch:

  • A flashing system that depends on a continuous caulk bead is not a long-life system. Caulk has a service life shorter than the flashing it supplements.
  • Recommend reflash within the next service cycle (12 to 24 months), not necessarily today.
  • If access cost is high (siding repair or removal needed), bundle the reflash with the next siding or paint job.

Reflash branch:

  • Open the joint, install a continuous Z-flashing or step-and-drip combination per the manufacturer's instructions, integrate kickout flashing at the wall corner, and reinstall siding with a 1 inch gap above the deck.
  • Use stainless or hot-dipped galvanized fasteners compatible with both the flashing material and the treated ledger.

Open and rebuild branch:

  • A damp or soft band behind aged flashing has been wet for a while. Open the area, dry or replace affected band, install new flashing, and reattach the ledger per the IRC prescriptive schedule.

Confirming diagnosis

  • Document moisture readings before and after a wetting test. If you can simulate gutter overflow with a hose at the wall above the ledger and pin-meter the band board the next day, you have proof of whether the flashing is still doing its job.
  • For galvanized over ACQ: any white or green oxidation on the back of the flashing visible through a gap says corrosion is active.
  • For caulk-dependent systems: any visible crack in the caulk bead is a leak path waiting to develop.

Remediation

  • Monitor: photo and moisture-meter documentation, scheduled revisit, gutter and downspout maintenance.
  • Reflash now: Z-flashing plus kickout, compatible fastener, siding gap restored.
  • Open and rebuild: band replacement plus reflash plus ledger reattachment to current code.
  • Educate the customer that the ledger and flashing system is the single most cost-impactful failure point on a wood deck; preventive reflash beats reactive rebuild every time.

A wet or soft band board is a hidden life-safety risk because the ledger fastener withdrawal strength drops sharply in wet wood. Do not leave a deck in service with a soft band behind an intact-looking ledger without a written advisory to the customer and a re-shore plan from below until repair.
