Ledger Board Rot vs Flashing vs Rebuild Decision Tree

Why this matters

Failed ledger boards are the most common single cause of catastrophic deck collapse in North American residential construction. The CPSC has documented ledger-failure incidents that produced multiple-fatality collapses on populated decks during gatherings. Most ledger failures trace to one of three root causes: missing or wrong flashing, undersized or wrong fasteners (or worse, nails), and rotted band joists behind the ledger. Each is detectable from inspection but only one can be repaired without rebuilding the deck-to-house connection from scratch. This tree separates the three and tells the inspector which repair path is honest.

Symptom presentation

Four common ledger-failure presentations. First, visible separation between the ledger and the wall, where you can see a gap of any size at the top edge or daylight through the joint. Second, wet rot signs on the ledger face, the siding above the ledger, or the band joist behind: water staining, black streaks, fungal growth, or punky probe response. Third, fastener corrosion: visible rust streaks down the siding, fastener heads that have lost their plating, or fasteners that move under hand pressure. Fourth, nailed-only ledger: cut nails or 16d common nails as the only attachment, with no through-bolts or lag screws visible. The nailed-only case is a code failure regardless of current condition; IRC R507.9.1 has prohibited nail-only attachment for ledgers carrying deck loads for over a decade.

Quick checks at the door

Inspect the full length of the ledger and the band joist behind it. Look at the flashing at the top of the ledger: a proper installation shows a Z-flashing or step-flashing under the siding and over the top edge of the ledger, kicked out at the bottom. Probe the ledger top edge with an awl every 24 inches. Probe the band joist behind the ledger from inside the rim if accessible (basement, crawlspace), or by removing a section of siding at one end of the ledger if not accessible. Identify fastener type: through-bolts with washers, lag screws (visible heads, often with washers), structural screws (LedgerLOK or Simpson SDWS), or nails. Count fastener spacing; IRC R507.9.1 Table 507.9.1.3(1) gives required spacing for various joist spans and tributary widths.

Isolation tree

Branch A flashing failure only, sound wood: ledger and band joist probe sound, no rot, but flashing is missing or improperly lapped (counterflashing not under the siding, or siding kicked out over the ledger). Repair is removing the existing siding above the ledger, installing proper Z-flashing or kickout flashing per IRC R703.4, and resealing. Branch B fastener undersize or wrong type: through-bolts undersized for the load, lag screws too short to engage the band joist by the required 1.5 inches, or any nail-only attachment. Repair is upgrading fasteners to a code-compliant configuration: 1/2 inch through-bolts with washers, or 1/2 inch lag screws with washers, or LedgerLOK / SDWS structural screws at manufacturer-rated spacing. This is an in-place upgrade if the ledger and band joist are sound. Branch C ledger rotted, band joist sound: ledger has rot but the band joist behind probes sound and shows no rot from the inside. Repair is removing the ledger, replacing with new pressure-treated lumber rated for ground-contact equivalent exposure (UC4A), installing proper flashing, and refastening with code fasteners. Branch D band joist rot: rot extends into the band joist behind the ledger. This is a structural rebuild. The deck framing must be supported, the ledger removed, the band joist cut out and sistered or replaced (which often requires opening the interior wall), new ledger installed, proper flashing, code fasteners. Branch E rebuild from scratch: rotted ledger + rotted band joist + nailed-only attachment + missing flashing = the entire deck-to-house connection is a code failure. Do not attempt patchwork. Disconnect the deck or close it to traffic until the rebuild is complete.

Confirming diagnosis

Flashing failure is confirmed by visual inspection showing siding lapped over the ledger or missing kickout flashing at downstream ends. Fastener compliance is confirmed by counting fasteners against IRC Table 507.9.1.3, measuring fastener diameter, and measuring penetration into the band joist. Ledger rot is confirmed by probing the ledger top, bottom, and ends; soft probe response or visible fungal growth confirms. Band joist rot is confirmed by probing from inside (basement or crawlspace), or by removing siding at the end of the ledger and probing the band joist directly. Pressure-treatment compliance is confirmed by reading the lumber stamp; PT not rated for the exposure is a future failure even if current condition appears sound.

Remediation

Flashing-only: remove siding to 6 inches above the ledger, install metal Z-flashing rated for the substrate (G185 galvanized or stainless or copper depending on siding compatibility), install kickout flashing at any roof-to-wall intersection that drains onto or near the ledger, reinstall siding with proper laps. Fastener upgrade: install code-compliant fasteners at the required spacing per IRC Table 507.9.1.3 for the joist span and tributary width. Lag screw heads must have washers; through-bolts require washers and nuts both sides. Structural screws (LedgerLOK, SDWS) must be installed per manufacturer published spacing tables. Ledger replacement, sound band joist: support deck framing, remove ledger, install new pressure-treated 2x10 or 2x12 (match original size and verify against current load), install flashing, install code fasteners. Band joist rebuild: support deck framing on temporary posts, open the interior wall as needed, sister or replace the band joist, install proper rim insulation, install new ledger with flashing and fasteners, close the wall. Full rebuild: this is a deck reconstruction, not a repair; document scope and quote accordingly.

A deck with a failed ledger is a collapse risk under normal occupancy load. Close the deck to all traffic until the ledger is repaired or the deck is disconnected. Document the closure direction in writing to the homeowner. Failed ledger collapses have produced multiple fatalities at gatherings; the risk is not theoretical.
