IRC R507 Ledger Attachment - Through-Bolts Lags And Concrete Anchors
Why this matters
The ledger is the load-path from the deck to the house, and IRC R507.9 governs every dimension of its attachment. Field crews routinely substitute fasteners in ways the code does not allow - Tapcons into a brick veneer to "attach" a ledger, sheet-metal screws through a steel-stud wall, lag screws into siding without engaging structural framing. Each of these is a documented deck-collapse cause, and the inspector who catches it before the homeowner gets hurt is doing both parties a favor. This reference covers the IRC R507.9 fastener menu (through-bolts, lag screws), the special cases (brick veneer, masonry foundation, steel framing) where the standard menu does not apply, and the published-load alternative path (using Simpson SDWH timber screws or proprietary anchors per their ESRs). The objective is one document that lets a crew select the correct fastener for the actual wall type they are attaching to.
The IRC R507.9 fastener menu
IRC R507.9.1.3 specifies the approved fasteners for ledger attachment to a wood band joist:
- 1/2 in. diameter through-bolts with washers on both ends (preferred).
- 1/2 in. diameter lag screws with washers (acceptable when access to the back side of the band joist is restricted).
Spacing is per Table R507.9.1.3(1), which gives a tributary-area-based pattern. For a residential deck up to 6 ft of joist span, the pattern is roughly:
- One bolt or lag at 9 in. from each end of the ledger.
- Intermediate bolts or lags at 23 in. o.c., staggered top-bottom by 5-1/8 in. above and below the centerline.
The exact spacing scales with the deck live load and tributary area. The table is the source of truth; do not eyeball it.
Each bolt or lag must engage at least 1-1/2 in. of penetration into the band joist, with the head bearing on a structural-rated washer (USS or SAE flat washer, 1/2 in. ID). Wood-bearing washers (oversized fender washers) are not acceptable under R507.9 - the load concentrates and the lag head pulls through.
Steel band joists and engineered lumber
If the house has a steel band joist (some manufactured housing and some modern wood-frame with steel rim) or an engineered-wood I-joist rim, the standard R507.9 lag-into-wood pattern does not apply. The options:
- For a steel band joist: through-bolt only, with a steel backup plate on the inside of the band joist sized per the manufacturer's load chart. Lag screws do not engage steel - the threads strip.
- For an engineered I-joist rim joist (LVL or PSL rim): through-bolt or use the manufacturer-published bolt-pattern. Trus Joist, Boise Cascade, and other EWP manufacturers publish specific patterns; the IRC R507 table for sawn-lumber rim does not apply.
- For an OSB-only rim joist (no separate band): not acceptable - ledger cannot attach to OSB. Add solid blocking inside the wall cavity, sized per the engineering, before lag fastening.
Pull a piece of siding and identify the rim before quoting the ledger work. The cost difference between a wood rim and a steel rim is substantial because the steel rim requires the backup plate detail and longer through-bolts.
Brick veneer - the special case the IRC does not permit
A brick-veneer house has the brick standing in front of an air gap and a structural sheathed wall. The brick is decorative; it carries no load. Per IRC R703.8 the brick veneer is supported by the structural wall, not the other way around.
This means you cannot attach a ledger to brick. Tapcons or wedge anchors into the brick are not engineered for the cyclical load of a deck and the brick will fail (face-shell spall, mortar joint crack) within a few seasons of cyclical loading. The IRC R507.9 fastener menu does not include any concrete anchor at all for brick veneer.
The two approved paths for a brick-veneer house:
- Path A - Through-bolt into the structural framing behind the brick. Drill through the brick, the air gap, the sheathing, and the band joist. Use a 1/2 in. through-bolt of length sufficient to engage the band joist plus extend through with washer and nut. The annular space around the bolt at the brick face must be sealed per R703.4 to prevent water intrusion. Time-consuming but code-compliant.
- Path B - Build the deck as a free-standing structure. No ledger attachment to the house at all. Use posts and beams at the house edge instead. This is the dominant practice on coastal-Florida brick-veneer homes and is increasingly common elsewhere.
The non-approved path - attaching directly to the brick with Tapcons or wedge anchors - is a documented collapse cause and should be refused at the estimate stage. Walk away rather than quote it.
Masonry (CMU or poured concrete) foundation walls
If the deck attaches to a CMU or poured concrete foundation wall (common on walkout basements), the IRC R507.9 wood-rim pattern does not apply. The accepted fastener path:
- Wedge anchors per ICC-ES ESR for the specific anchor (Simpson SET-3G epoxy + 1/2 in. threaded rod, Hilti HIT-RE 500 V3 + 1/2 in. rod, or equivalent per ESR).
- Mechanical expansion anchors (Simpson STB2 or equivalent) per their ESR for cracked-concrete applications.
- Pattern and embedment per the anchor manufacturer's published load chart for the load combination.
Tapcons (concrete screw anchors at 3/16 or 1/4 in. diameter) are not approved for structural ledger attachment. They are rated for non-structural fastening (electrical boxes, furring strips). Their published shear and pull-out values do not meet the R507 load case at any practical density.
Concrete-anchor sizing for the masonry-wall case
For a typical residential deck attaching to a poured concrete foundation:
- Anchor: 1/2 in. diameter mechanical anchor or 1/2 in. epoxy-set threaded rod.
- Embedment: 4-1/4 in. into sound concrete (verify per the ESR for the specific anchor).
- Edge distance: 6 in. minimum from any concrete edge.
- Spacing: 16 to 24 in. o.c., engineered per the load case and the ESR allowable.
The ESR for the specific anchor is the source of truth. Simpson SET-3G ESR-2508, Hilti HIT-RE 500 V3 ESR-3814, and Simpson STB2 ESR-4042 are the most-common references.
Why Tapcons keep appearing on failed decks
Tapcons cost a fraction of a wedge anchor or epoxy anchor and drive in 10 seconds with a hammer drill. A crew under deadline takes the shortcut. The failure mode is slow - the Tapcon holds at install, the deck passes a casual visual inspection, and three years later the cyclic loading from wind and snow has stripped the Tapcon threads in the concrete and the ledger pulls. The collapse usually happens during a holiday gathering when live load is at maximum.
