Several Windows Flagged: Which Correct First Triage Decision Tree

Why this matters

An energy-audit report, a home inspector's list, or a customer's own walk-through often produces a list of five to fifteen windows flagged for various issues, and the customer wants to know "which one first" because the budget will not cover everything in one phase. The technician asked to quote this list either treats it as a single replacement project (which produces sticker shock and often kills the deal) or starts at the largest window without checking whether a small window with worse failure modes is actually the right starting point. This tree gives a triage sequence that ranks each flagged window by structural urgency, energy impact, safety, and occupant exposure, so the customer gets a phased plan with a defensible order rather than a list sorted by visible size.

Step 1: Walk every flagged window before quoting anything

Do not start at the window the audit or the customer pointed at first. Walk every window on the flag list with a level, a smoke pencil, an infrared thermometer, and a flashlight. For each, record:

  • Operability: opens, closes, latches, holds open without drift.
  • Air leakage: smoke or anemometer response at the sash perimeter and at the frame perimeter under a small pressure differential.
  • Glass condition: IGU seal failure (visible fog between panes), cracked or broken glass, missing low-e indicator.
  • Frame condition: rot, cracked vinyl, racked frame, failed exterior cladding.
  • Sash condition: warped, bowed, latch broken, hardware loose.
  • Egress status: bedrooms or basement rooms requiring emergency egress per IRC R310.
  • Surrounding wall condition: water staining, rot, paint failure, brick efflorescence.

A walk-through of ten windows typically takes 30 to 45 minutes. The findings produce a defensible ranking that the customer can see, photo by photo.

Step 2: Identify safety and code findings that override everything

Some findings cannot wait for the phased plan:

  • Cracked or broken glass on any window, especially on egress, basement, or child-accessible windows.
  • A balance system that fails to hold the sash open on an egress window.
  • A window in a child-fall hazard location (above grade, on an upper floor) with a damaged or missing fall-prevention device per ASTM F2090.
  • Tempered-glass requirement not met where the window is within 24 inches of a door or within 60 inches of a tub or shower per IRC R308.4.
  • Active water intrusion that has compromised structural framing.

Any of these jumps to the top of the priority list regardless of energy impact.

Step 3: Sort the remaining windows into urgency tiers

For windows without safety overrides, sort into four tiers:

Tier 1, must replace this season:

  • IGU seal failure (visible fog between panes) on living-area windows where the cosmetic and view impact is daily.
  • Severe air leakage at the frame perimeter producing measurable comfort issues in the room.
  • Window frame structurally failing (rotted sill, cracked vinyl that has split, racked frame causing sash bind).

Tier 2, replace this year:

  • IGU seal failure on secondary windows (closets, basements, garages).
  • Moderate air leakage at sash that is not yet a comfort issue but will worsen.
  • Balance failures on non-egress windows.
  • Hardware failures (latch, lock, lift rail) on windows still otherwise functional.

Tier 3, plan within 2 to 3 years:

  • Cosmetic frame issues (paint failure on clad windows, vinyl chalking).
  • Single-pane or clear double-pane units that would benefit from a low-e upgrade but are not currently failing.
  • Aging units approaching the end of typical 20 to 25 year service life with no immediate failure.

Tier 4, monitor:

  • Windows the audit flagged for U-factor below current code but functioning normally.
  • Windows with very minor weatherstrip wear that can be addressed with a part replacement rather than full window replacement.

Step 4: Rank within each tier by room and occupant exposure

Within a tier, the order depends on which window the occupants actually use and live near:

  • Bedroom windows used for nightly sleeping rank above guest-room windows used twice a year.
  • Living-room and kitchen windows used during waking hours rank above formal-dining windows used occasionally.
  • South-facing windows in cold climates contribute the largest solar-heat-gain benefit; north-facing windows in cold climates contribute the largest heat-loss reduction. The right priority depends on the climate.
  • Egress bedroom windows always rank above non-egress windows within the same tier, regardless of size or visibility.

Step 5: Match findings to a phased plan

Present the customer with a three-phase plan, each phase a defensible bundle:

Phase What goes in it Why
Phase 1 (now) All safety overrides plus Tier 1 windows in occupied rooms Eliminates the immediate failures and the worst daily comfort impact. Customer feels the change.
Phase 2 (next budget cycle) Tier 2 windows plus any Tier 1 windows that did not fit in Phase 1 Addresses the lurking failures before they become Phase 1 work.
Phase 3 (longer term) Tier 3 windows Plans the upgrade pathway for cosmetic and code-step-change goals without forcing the customer to bundle everything.

Tier 4 stays on the monitoring list with a note in the file.

Step 6: Adjust for installation economics

The cost per window goes down with the number of windows in a single visit because the mobilization, scaffolding, and exterior protection are amortized across more units. When the customer is considering splitting a phase between visits to save money this year, point out:

  • A second mobilization adds 20 to 30 percent of the cost of one window to the second-visit total.
  • Exterior conditions (siding, brick, trim) are easier to address once if multiple openings are open at the same time.
  • Bundling adjacent windows reduces the number of patches and seams in the exterior finish.

Some customers will fund a slightly larger Phase 1 once they see the per-window savings of bundling.

Step 7: Document and present

The walk-through findings, the tier assignment, and the phased plan should be in writing. Include a photo of each flagged window, the specific finding, the tier, and the phase recommendation. The customer who sees the list will reorder it to fit budget and life events, but the technician's recommended order is the defensible starting point and is what the customer remembers when comparing quotes from another contractor.

Step 8: When to recommend whole-house replacement

A whole-house replacement makes sense when:
