Cooling Tower Water Treatment to Prevent Legionella per ASHRAE 188

Why this matters

A commercial cooling tower is a Legionella amplifier when the water management program is weak. Warm water (77 to 113 F), nutrients (scale, biofilm, dust), and an aerosol-generating fan combine to put Legionella pneumophila into the breathing zone of every occupant and pedestrian downwind. The CDC investigates dozens of Legionnaires' outbreaks each year, the majority traced to cooling towers, hot-water systems, or decorative fountains in commercial buildings. ASHRAE Standard 188 codifies the water management program every building owner must implement on covered systems; the water treatment contractor is the technical owner of the implementation. This SOP is the program structure.

Code and standard basis

ASHRAE Standard 188-2018 (revised) Legionellosis: Risk Management for Building Water Systems is the controlling document. The standard requires:

  • A Water Management Program (WMP) team led by the building owner.
  • A description of the water systems in scope (potable cold, potable hot, cooling towers, evaporative condensers, decorative fountains, humidifiers, eyewash stations, ice machines, and more).
  • A hazard analysis: where can Legionella grow and aerosolize?
  • Control measures at each hazard point: temperature, biocide residual, flow, age of water.
  • Monitoring at defined frequencies.
  • Corrective actions when control limits are exceeded.
  • Verification and validation.
  • Documentation.

CDC PreventLNT toolkit operationalizes ASHRAE 188 for cooling towers.

OSHA does not have a Legionella-specific standard, but cites under the General Duty Clause (29 USC Section 654(a)(1)) when buildings expose workers to known Legionella hazards.

New York State Department of Health Title 10 Subpart 4-1 (after the 2015 Bronx outbreak) requires cooling tower registration, quarterly culture testing, twice-monthly Legionella culture, and a Maintenance Program and Plan. Other jurisdictions are adopting similar rules.

Control measures

The cooling tower water management program implements:

  • Biocide residual: continuous oxidizing biocide (bromine, chlorine, chlorine dioxide) maintained at the manufacturer's recommended residual, typically 0.5 to 2.0 ppm free oxidizer. Periodic non-oxidizing biocide (isothiazolinone, DBNPA, glutaraldehyde) shocked at a defined frequency to break biofilm and resistance.
  • Scale and corrosion inhibition: phosphonate, polymer, or molybdate inhibitor dosed by makeup conductivity or by basin level controller, maintained within the supplier's specification.
  • Solids control: cycles of concentration controlled by conductivity bleed-off to a defined setpoint; basin sweep and side-stream filtration on systems above the size threshold.
  • Aerosol control: drift eliminators in working condition; fan operation patterns reviewed against occupant intake locations.

Monitoring

Monitoring frequencies typical of a code-compliant program:

  • Biocide residual: continuous on-line analyzer with daily verification by manual test, or manual test twice weekly minimum.
  • Conductivity: continuous or daily.
  • pH: weekly.
  • Total bacteria (dipslide or culture): monthly.
  • Legionella culture (Legiolert or culture per ISO 11731): quarterly minimum, monthly during high-risk seasons or on flagged towers, twice monthly where state law requires.
  • Inhibitor residuals: weekly.
  • Visual inspection of basin, fill, drift eliminators: weekly to monthly depending on tower size.

The state law (New York, others) and the building's WMP set the floor.

Control limits and corrective actions

Each measured parameter has a control limit and an action limit. Example:

  • Biocide residual: control limit 0.5 to 2.0 ppm; action limit below 0.3 ppm or above 3.0 ppm.
  • Total bacteria: control limit below 10,000 CFU/mL; action limit above 100,000 CFU/mL.
  • Legionella culture: control limit below 10 CFU/mL; action limit above 100 CFU/mL (CDC PreventLNT guidance, varies by jurisdiction).

Corrective actions written into the WMP: increase biocide, perform disinfection, increase monitoring frequency, escalate to public health if the limit is exceeded by a defined multiple.

Disinfection events

Routine disinfection on a defined schedule (typically at startup, at shutdown, and after any contamination event):

  • Online hyperchlorination: 5 to 10 ppm free chlorine maintained for 1 hour with the tower operating, with system at high flow to circulate.
  • Offline disinfection: 25 to 50 ppm free chlorine in a drained-and-refilled basin, held 24 hours, with fill media and drift eliminators in place.

Emergency disinfection for a Legionella exceedance follows the CDC's emergency disinfection protocol or the state health department's specific protocol.

Documentation

The WMP documentation that the building owner maintains and the contractor supports:

  • WMP plan document, dated and signed by the building owner.
  • WMP team roster.
  • System inventory and flow diagrams.
  • Hazard analysis.
  • Control measure specifications.
  • Monitoring records (continuous logs and grab-sample logs).
  • Test results (chemistry and microbiology) with date, sampler, method, and interpretation.
  • Corrective action records.
  • Annual review and program update.

Retain records for the period specified in state regulation or in the WMP (3 years is the typical floor; some jurisdictions require longer).

A reportable Legionnaires' case linked to a cooling tower triggers public-health investigation and routine subpoena of the WMP records. A water-treatment contractor whose documentation is incomplete becomes a co-defendant. Maintain the records as if they will be subpoenaed; eventually one will be.
