Reading Water Meter + Leak Detection Reference

Why this matters

The water meter is the most reliable leak detector in a house. Reading it correctly tells you whether the customer has a leak, where it might be, + roughly how much water they're losing. The tech who knows the meter trick finds leaks that others miss + helps customers cut surprising water bills. This is the field card.

Water meter location

Outdoor in-ground (most common):

  • Concrete OR plastic box near street / sidewalk
  • Lift the lid (often heavy concrete)
  • Meter inside; may have water + debris on top
  • Sometimes municipal property (homeowner side of valve)

Outdoor wall-mounted:

  • Side of house
  • Behind locked box in some districts

Indoor (cold climates):

  • Basement OR crawlspace
  • Where service enters the house
  • Often near water main shutoff valve

Inside a curbside box:

  • Common in newer subdivisions
  • Lid sometimes hidden under sod / mulch

Meter types

Standard dial meter (positive displacement):

  • Black + white numerical display
  • Small "leak detector" dial (sweep hand)
  • Common older + middle-aged installs

Digital electronic:

  • Battery-operated display
  • Sweep functionality OR digital flow indicator
  • Newer installations

Smart meter (AMR / AMI):

  • Transmits readings wirelessly to utility
  • Often gives detailed usage by hour
  • Customer can access via utility's online portal
  • Best for fine-grain leak detection

Reading the meter

Total usage (cumulative): the large number reads how many units used since installation. Units vary:

  • Cubic feet (CF): most common in US
  • Gallons (some areas)
  • Cubic meters (metric)

Leak indicator (small "test" or "sweep" dial):

  • Spinning when no fixture in use = leak
  • Direction tells flow direction (usually clockwise = water flowing)
  • Some meters have a small dial that's marked specifically as "leak indicator"
  • Spinning slowly = small leak; rapidly = large leak

The basic leak test

To verify if customer has a leak:

  1. Turn OFF every water-using fixture in the house
  • Ice maker disconnect (often forgotten)
  • Outdoor irrigation off
  • Pool filling off
  • No running toilets (verify all flapper-closed)
  1. Read the meter (write down all digits)

  2. Wait 30 minutes (no water use)

  3. Read meter again

If reading changed: there's a leak somewhere.

If reading didn't change: no leak currently active.

A faster check: watch the leak detector dial / sweep arm. If it's moving with no water in use = active leak.

Locating the leak (after confirmation)

If meter shows leak, where is it?

Turn off house shutoff valve (after meter):

  • Recheck meter (dial should stop)
  • If dial still moves: leak is between meter + house shutoff valve (underground service line)
  • If dial stops: leak is inside house

Inside-house isolation:

  • Turn off individual valves under sinks, toilets
  • Recheck meter
  • Isolate to specific fixture / area

Common leak locations (inside):

  • Toilet flapper (most common; sometimes silent)
  • Faucet drip
  • Water heater connection
  • Refrigerator ice maker
  • Outdoor faucet (especially in winter with frozen pipe)
  • Water softener
  • Humidifier
  • Water filter

Common leak locations (outside):

  • Underground service line (between meter + house)
  • Hose bib leak
  • Irrigation valve / underground sprinkler
  • Pool fill valve stuck

Quantifying the leak

Reading the meter change over time tells you the leak rate:

  • 1 CF (cubic foot) = 7.48 gallons
  • Meter changing 1 CF in 30 min = 14.96 gal/hour = 359 gal/day = 10,769 gal/month

Customer's water bill suddenly higher? Compare current meter rate to recent bill.

Common leak scenarios

Running toilet (most common silent leak):

  • Flapper not seating
  • Fill valve cycling
  • Often discoverable: lift tank lid; listen for water flow
  • Can leak hundreds of gallons per day
  • Dye test: add food coloring to tank; wait 15 min; if color appears in bowl without flushing = leak

Underground service line leak:

  • Meter dial moves even with house shutoff closed
  • Yard may show wet area; greener grass; sinking
  • Repair expensive (excavation)
  • Sometimes covered by homeowner's insurance OR water company

Slab leak (under foundation):

  • Pinhole in supply line under slab
  • Damp area on floor
  • Sometimes mold smell
  • Pinpointing with acoustic detection
  • Expensive to repair

Hose bib leak:

  • Outdoor faucet drip
  • Check valves at hose bib
  • May appear seasonal (after freeze damage)

Irrigation leak:

  • Pop-up sprinkler stuck open
  • Underground irrigation line broken
  • Valve stuck partly open

Pool auto-fill stuck:

  • Pool with auto-fill valve
  • Fill valve fails open
  • Pool overflows OR runs constantly

Customer water bill investigation

Customer comes to you with high water bill:

  1. Compare current bill to prior period
  2. Check for any obvious increased use (new family member, vacation home filled, irrigation system new)
  3. Read the meter
  4. Perform leak test
  5. If leak confirmed: pinpoint
  6. If no leak found: bill may be from short-term high use (filling pool, watering new lawn)

Some utilities will adjust bills for documented leaks; some won't.

When customer's bill is huge

Sometimes customer's bill is many times higher than normal:

  • Confirm leak exists
  • Identify source
  • Customer may pursue insurance / utility adjustment
  • Document the leak source + repair
  • Customer's loss is real; help them respond effectively

Meter direction + utility ownership

Sweep clockwise = forward flow; reverse = potential meter problem (report to utility). Most meters are utility-owned: don't tamper (criminal); report defects for free replacement. Accuracy ~±2% new; drift over years; may undercount at very low flow.

Smart meter advantages

Smart meters give hourly usage data via utility portal - identifies when leaks started + time-of-day patterns (3 AM = ice maker; 24/7 = continuous leak). Show customer how to access their data.

Tools for leak detection

Acoustic leak detector:

  • Electronic listening device
  • For underground / slab leaks
  • Expensive professional tool; some plumbers carry, others sub-contract

Pressure test:

  • Isolate section + pressure-test for drop
  • Identifies failure of supply lines

Tracer dye:

  • Toilet dye test
  • Pool / spa dye traces
  • Can identify infiltration / cross-connection

Thermal imaging:

  • Detect temperature change from leaking hot water
  • Often shows damp wall area before visible

Outside the meter (utility side)

Meter is the demarcation between utility responsibility + homeowner:

  • Utility side: usually paved area to house
  • Homeowner side: meter to house + everything inside

Underground service line leak (homeowner side):

  • Homeowner's problem
  • Repair expensive (excavation)
  • Some insurance covers; some doesn't

Underground main leak (utility side):

  • Utility's problem
  • Customer may notice damp area in street / sidewalk
  • Call utility to investigate
