Asbestos basics
What it is: naturally-occurring fibrous mineral; heat-resistant + durable.
Why banned: causes lung cancer + mesothelioma + asbestosis (latent 20+ years).
Year-affected: extensively used 1930 - 1980; phased out 1989 EPA ban (partial; some uses continue).
No safe exposure level: per OSHA. Fibers airborne for hours.
Where asbestos hides
Insulation around pipes: white wraps; common.
Boiler + furnace insulation: jackets + duct wrap.
Floor tile (9 × 9, vintage VAT): vinyl asbestos tile pre-1980.
Floor tile mastic / adhesive: often asbestos-containing under floor tile.
Drywall mud + texture (popcorn ceiling): pre-1979.
Roofing felt + shingles: older homes.
Siding (transite cement board): cement + asbestos; older homes.
Plaster + skim coat: pre-1980.
Caulks + mastics: older flashing + sealant.
Gaskets in older equipment (boilers, furnaces).

Lead paint basics
Banned for residential use 1978: per Consumer Product Safety Commission.
Pre-1978 homes: likely contain lead paint (especially exteriors, doors, windows).
Health risk: childhood lead poisoning (low-level chronic); adult exposure (acute high-level).
Disturbance: chipping, peeling, sanding, scraping creates lead dust + paint chips.
EPA RRP Rule: required certification for work disturbing > 6 sq ft interior OR > 20 sq ft exterior in pre-1978 homes.
RRP certified work practices (EPA Rule)
RRP (Renovation, Repair + Painting) Rule: federal regulation since 2010.
Certified renovator training: 8 hours initial + 4 hours refresher every 5 years.
Required practices:
- Resident notification before work
- Containment: plastic sheeting around work area
- Negative-pressure if interior > 6 sq ft
- Worker PPE: HEPA respirator, Tyvek suit, gloves
- Cleanup: HEPA vacuum + wet wipe
- Verification: post-job dust wipe test (sometimes)
- Documentation: kept 3+ years

Asbestos containment (Class III maintenance work)
Small repair scenarios (< 1 sq ft):
- Wet down material (suppress fibers)

- Tools: HEPA vacuum, wet cleanup

HVAC: opening ceiling near suspect ductwork (asbestos jacket); replace duct OR call abatement.
Plumbing: pipe replacement in pre-1980 home (insulation around pipe likely asbestos).
Electrical: outlet work doesn't disturb walls much; OK as long as no sanding / cutting.
Roofing: tear-off pre-1980 = test for asbestos in old roofing.
Painting: pre-1978 home = RRP-certified work + lead-safe work practices.
General: pre-1980 home = test before significant disturbance.

OSHA-mandated medical surveillance: for workers with > 30-day exposure / year.
Liability + insurance
General contractor work: GC + sub responsible if violations.
Service tech: if disturbing without RRP cert (lead) OR abatement license (asbestos) = personally liable.
Customer's lawsuit: documented exposure + harm = damages.
Workers' comp claim: occupational illness; difficult to attribute.
Insurance: GL may exclude lead + asbestos work.
Documentation requirements
RRP work: brochure given to resident, work record, dust wipe test if required.
Asbestos work: notification, manifests, disposal records, kept 30 years (OSHA).
Customer notification
Lead paint pre-1978: per EPA, must provide "Renovate Right" brochure before starting work.
Asbestos: notify if disturbing OR suspecting; recommend testing.
Document signed acknowledgment: from customer.
When to walk away
Customer refuses to test pre-1980 home + asks you to "just do the work": decline + recommend abatement.
