Restaurant Grease-Trap Pump-Out Frequency and the 25 Percent Rule
Why this matters
Commercial food-service establishments discharge fats, oils, and grease (FOG) at concentrations a residential septic or municipal sewer was not designed to handle. The Uniform Plumbing Code and most municipal sewer-use ordinances incorporate the EPA Model Pretreatment Program reference to the "25 percent rule" for grease interceptor service: the device must be pumped when the combined depth of floating grease cap and settled solids reaches 25 percent of the device's liquid depth. Many municipalities further require a fixed maximum pump-out interval (commonly 90 days) regardless of fill, with a manifested service ticket on file with the sewer authority. A missed pump-out that produces a sewer-line blockage upstream of a municipal lift station is a discharge violation under the Clean Water Act pretreatment provisions and is enforced with administrative fines.
What the 25 percent rule actually measures
The interceptor has three layers in steady state:
- Floating FOG cap on top.
- Clear effluent zone in the middle.
- Settled solids (food particles, grit, denatured proteins) on the bottom.
"Liquid depth" is the distance from the static water surface to the tank bottom. "Combined depth" is the sum of the floating cap and the settled-solids layer. When cap + solids divided by liquid depth exceeds 0.25, service is required.
Example: a 1500-gallon outdoor concrete interceptor measures 60 inches of liquid depth. The floating cap is 8 inches; the bottom solids layer is 9 inches. Combined depth = 17 inches; 17/60 = 0.283 or 28.3 percent. The device is over the limit and must be pumped.
Measuring the cap and the sludge
Cap depth (grease layer):
- Open the inlet-side access port. Slowly lower a clear sight tube (a 10-foot length of 3/4 inch acrylic with a check valve at the bottom is the field standard).
- Lower until the bottom check seats on the floor; close the top with your thumb to trap the column.
- Withdraw and read the floating-cap thickness at the top of the column.
Sludge depth:
- Lower a Sludge Judge or equivalent core sampler down the outlet-side access port.
- Read the dark/grey sludge layer at the bottom of the captured column.
Record both measurements, date, time, and ambient temperature in the bound service log kept at the site.
Service procedure
- Verify the manifest paperwork is correct: generator (the restaurant), transporter (your firm's permit number), and disposal facility (the licensed POTW or rendering plant accepting the load) all named. Many states require electronic manifest filing within 48 hours under their FOG-hauler rules.
- Roof or door-ventilate the kitchen; H2S concentrations from a long-interval interceptor can exceed 50 ppm at the manhole, above the OSHA short-term limit of 15 ppm per 29 CFR 1910.1000.
- Pump the interceptor dry. Most ordinances require complete removal of all three layers; partial "top-skim" service is a violation that wholesale pump-and-haul operators occasionally try to talk customers into.
- Inspect the inlet and outlet sanitary tees. Replace if cracked, missing, or corroded; outlet tees missing produce FOG carryover into the sanitary lateral.
- Inspect baffle walls (for two-chamber outdoor units) and the flow-through tee on indoor under-counter units.
- Wash down side walls only enough to read for cracks. Do not pressure-wash before inspection; you mask the FOG-line that shows historical fill.
- Refill with clean water to the static level so the tee submersion restores immediately. A dry tee on restart traps sewer gas in the kitchen.
- Replace the lid gasket if compromised. Bolt down and torque to spec.
- Issue the manifest copy to the customer; retain one for the regulator; retain one for the disposal facility.
Interval setting for new accounts
- Start at the municipal default (commonly 90 days). Many cities publish an FOG control program with the cap interval; check the local sewer-use ordinance.
- Measure cap + sludge at every service for the first three visits.
- If three consecutive visits show under 25 percent at the scheduled interval, the interval can stay or be extended only if the local ordinance allows extension. Some allow up to 180 days with a documented record; many do not allow extension under any condition.
- If any visit shows over 25 percent, shorten the interval immediately and notify the customer in writing.
Common compliance failure modes
- Under-grease-trap dish machines feeding hot water that emulsifies FOG into solution. The interceptor reads "clean" but the downstream lateral coats; install pre-rinse with chilled rinse arm or upgrade to a hydromechanical grease interceptor sized for the dish-machine flow.
- Bypass piping (a tee installed during a remodel that routes the floor drain around the interceptor). Verify with a dye test on the floor sink during commissioning. A bypass is a Clean Water Act violation traceable directly to the restaurant operator.
- Bio-additive dosing programs that emulsify the cap into the effluent stream. The cap reads low at the interceptor and high at the downstream sample manhole. Some municipalities prohibit additives entirely under the FOG ordinance.
Confined-space entry into a commercial grease interceptor is a permit-required confined-space operation under OSHA 29 CFR 1910.146. Atmospheric testing (O2, LEL, H2S, CO) before entry, continuous monitoring during entry, attendant outside the hatch with a tripod and retrieval winch, and a written entry permit are mandatory. Most service can be completed from outside the manhole with the right vacuum hose and tooling; if entry is required, treat it as the full confined-space program.
