Tile Relay vs Underlayment Replace vs New Roof Decision Matrix
Why this matters
On a tile roof, the tiles routinely outlast the underlayment beneath them by decades, which creates a decision unique to this covering: you can often save the tile and replace only the waterproofing layer that actually does the work. Getting this right separates a smart, cost-controlled relay from an unnecessary full new roof. A relay (lift, replace underlayment, reset the same tile) is right when the tile is sound but the felt is shot. A new roof is right when the tile itself is failing, breaking under foot traffic, or the deck is compromised. The expensive mistake is tearing off serviceable clay or concrete tile, or conversely, leaving 30-year-old felt under tile that is otherwise fine and watching it leak in two years.
The options
- TILE RELAY (lift and re-lay): carefully remove and stack the existing tile, replace the underlayment and flashings on a sound deck, then reinstall the salvaged tile, replacing breakage. Saves the tile, renews the actual waterproofing.
- UNDERLAYMENT-ONLY REPLACE: a relay scoped specifically because the tile is fine and only the felt has aged out; functionally the same operation as a relay, named for the driver.
- NEW ROOF (tear-off and full replace): remove tile and underlayment, repair or replace deck, install new underlayment and new tile (or a different covering). The path when the tile or deck is the failure.
When tile relay wins
Relay wins when the tile is structurally sound but the underlayment has reached end of life. Concrete and clay tile commonly serve 40 to 75-plus years, while organic or even synthetic underlayment under hot tile may fail in 20 to 30, so a single tile roof often gets one or two underlayment renewals over its life. Triggers for relay: leaks traced to deteriorated felt rather than broken tile, brittle or torn underlayment visible when a tile is lifted, low expected tile breakage (typically under roughly 10 to 15 percent for the field, higher acceptable for high-traffic or fragile profiles), and a deck that is sound or only locally repairable. Relay also wins when the owner values the existing tile's appearance or match availability is poor. It is the wrong call when tile breakage on lift would exceed available replacement matches or when the tile itself is delaminating or spalling.
When underlayment-only replace wins
This is the relay driven specifically by underlayment age with confirmed sound tile and deck. It wins when an inspection (lift representative tiles across the roof) shows brittle, cracked, or de-bonded felt as the leak source, the tile profile lifts and resets cleanly with low breakage, and there is no field tile failure. It also wins when upgrading to a high-temperature self-adhered or synthetic underlayment to extend the next interval. The distinction from a full new roof is that you are buying decades of additional life by replacing the cheapest layer in the assembly, not the most expensive. It is wrong where breakage or deck rot escalates the scope beyond the felt.
When new roof wins
A new roof wins when the tile or the deck, not the underlayment, is the failure. Triggers: clay tile spalling or freeze-thaw cracking, concrete tile delaminating or losing surface, breakage on lift that exceeds available replacements (so you cannot complete a relay), widespread deck rot requiring full re-decking, or a structural load issue requiring a covering change. It also wins when the building is being re-engineered (added load, code-required uplift upgrades per ASCE 7 / IBC Chapter 15) or when the owner elects to switch coverings. If you cannot reset the salvaged tile to a watertight, code-compliant assembly, the relay is not viable and a new roof is the path.
Field decision flow
- Lift representative tiles across all slopes. Assess underlayment condition and tile condition separately.
- Is the deck sound (holds fasteners, no widespread rot)? If broadly rotted, escalate toward NEW ROOF (or partial re-deck within a relay).
- Is the tile sound with acceptable expected breakage and adequate replacement matches? If tile is spalling/cracking or breakage exceeds available matches, NEW ROOF.
- Is the leak source the underlayment (brittle, torn, de-bonded)? If yes and tile and deck are sound, TILE RELAY / UNDERLAYMENT REPLACE.
- Specify the new underlayment to current IRC tile-roof requirements and the tile manufacturer's installation instructions before pricing the relay.
