Roof Tear Off: 1 Layer vs 2 vs Decking Replace Decision Tree

Why this matters

The tear-off scope decision drives 30 to 50 percent of the cost of a residential reroof and almost all of the rework risk. Underestimate (overlay over a marginal substrate, leave a soaked old layer in place) and you ship a roof that will leak inside 24 months. Overestimate (full deck replacement when 80 percent was sound) and you push your bid past the competing pros for no field benefit. The decision tree below separates the four common situations: simple one-layer tear-off, two-layer tear-off, partial decking replacement, and full decking replacement. Each is a different bid line and a different conversation.

Symptom presentation

The owner has a leak, a hail claim, end-of-service shingles, or a sale-of-property inspection report. They want a number. From the ground you count one or two visible shingle layers at a rake or eave; from the attic you see the deck condition and confirm or correct the count. Surprises live under the second layer and under the deck panels.

Quick checks before climbing

Capture:

  • Current code edition for the jurisdiction. IRC R908 governs reroofing and explicitly prohibits a third layer; an existing two-layer roof requires a full tear-off before a new roof goes on.
  • Original deck specification. Most pre-1990 homes have 1x6 or 1x8 plank decking with gaps; later homes have 1/2 or 5/8 plywood or OSB. Plank decks require different attention on tear-off (gaps need full coverage with new sheathing if shingles are being replaced with anything other than wood shingles or shakes).
  • Existing slope and ventilation. Improvements made during reroofing are easier and cheaper than retrofits later; bring the customer's eye to ridge vent, soffit intake, and ice-and-water shield upgrades while the deck is open.
  • Storm or insurance claim status. Carriers fund tear-off scope per their policy; some carriers will fund a code-required tear-off of a second layer that the policy did not strictly require but the local AHJ does.
  • HOA, historic district, or community design review status. Color, material, profile, and reflectivity may all be governed; in California Title 24 also governs cool-roof color requirements in some climate zones.

Branch A: one layer, sound deck

Single layer of shingles, deck is straight, no soft spots, no visible failure of plywood or planks. Standard tear-off scope:

  1. Strip shingles to deck
  2. Inspect deck for nail backout, soft spots, prior repair patches
  3. Repair as needed (sister or replace individual sheets at 10 percent material allowance for typical pre-1990 plywood deck)
  4. Install drip edge per IRC R905.2.8.5
  5. Install ice and water shield 24 in inside the warm wall in CEZ counties per IRC R905.1.2
  6. Install synthetic underlayment per IRC R905.1.1
  7. Install new shingle field

Time on site: 1 to 2 days for a typical 25 sq residence. Customer expectation: minimal disruption, debris contained, manageable scope.

Branch B: two layers

Two visible layers of shingles at the rake. IRC R908 prohibits a third layer; the existing two must come off before any new roof is installed. Tear-off doubles the labor and the dumpster volume; cleanup time increases proportionally. Surprises hidden by the second layer include:

  • Punky deck under prolonged moisture trapped between the two shingle layers
  • Step flashing rusted through where the second-layer install bent it incorrectly
  • Soaked underlayment between layers that has been feeding moisture for years without producing a measurable leak
  • Original deck features (chimney crickets, valley metal, ridge construction) that the second-layer install covered rather than addressed

Walk the deck carefully after the tear-off. Probe everywhere with a screwdriver. Cost-bid the scope assuming 15 to 25 percent of the deck needs sheet replacement on a roof that has been through two shingle layers.

Branch C: partial deck replacement

Sections of deck are soft, rotten, or showing visible failure. The remaining majority of deck is sound. Replace affected sheets full-panel (do not patch within a panel; sheets carry continuous structural fastening to rafters that patches do not). Per IRC R803.2.1, replacement sheathing must match or exceed original thickness and span rating.

Common locations: valleys (water-shedding pattern wears down felt then deck over decades), under poor flashing at chimneys, around skylight curbs, eaves with ice-dam histories, and the immediate field below where bath fans dumped into the attic.

A partial replacement scope adds days of labor for plumbing and electrical lookouts (cutting sheathing without breaking the plumbing vent that passes through it), plus disposal of treated material if any. Budget 20 to 50 percent more labor on a roof with significant partial deck work than on a clean tear-off.

Branch D: full deck replacement

Decking is failing broadly: pre-1955 plank deck with gaps wider than 1 in, OSB delaminating from chronic moisture, sheathing structurally inadequate for the new shingle product's nail-pullout rating, or a deck-grade upgrade required to meet local high-wind code (some Florida and coastal North Carolina jurisdictions require minimum 19/32 inch APA-rated sheathing).

Full replacement is rare on residential reroofs but common on commercial low-slope retrofits where insulation, deck, and membrane are addressed as a system. Triple the labor cost of a one-layer tear-off and budget the disposal accordingly. Engineer involvement may be required if structural members are being changed.

Confirming diagnosis

One layer, sound deck: visual count, probe test passes, no soft spots, deck repair allowance modest (under 10 percent of area).

Two layer: visible at the rake, lifted shingle samples confirm two distinct sets of nails. Required tear-off per IRC R908.

Partial deck replacement: probe test fails in defined zones, perimeter of failure can be marked in chalk. Replacement scope is by sheet count.

Full deck replacement: probe failures dominant, deck inadequate to current code, or deck grade insufficient for new product wind-rating attachment.
