Tarp vs Shrink Wrap vs Temporary Membrane Emergency Decision Matrix

Why this matters

Emergency dry-in is a triage decision made under pressure, often in wind and rain, and the wrong choice either fails before permanent repair or costs far more time and money than the situation warranted. A tarp is fast and cheap but short-lived and wind-vulnerable. Shrink wrap is durable and storm-tough but slow, equipment-heavy, and a hot-work fire risk. A temporary self-adhered membrane is the most watertight but consumes substrate the permanent roof must accommodate. Matching method to the duration of exposure, the wind environment, the slope, and the size of the opening keeps the building dry until permanent work and avoids both under-protecting a long exposure and over-building a two-day stopgap. This matrix sets those conditions.

The options

  • TARP (poly/reinforced, mechanically fastened over battens): a sheet stretched and battened over the opening, lapped to shed water. Fastest deployment, lowest cost, shortest service life.
  • SHRINK WRAP (heat-shrunk reinforced film over a frame or directly over the structure): a tensioned, heat-welded film cocoon. Durable for weeks to months, sheds snow and wind, but slow and requires propane heat tools.
  • TEMPORARY MEMBRANE (self-adhered modified bitumen or peel-and-stick over the deck): a bonded waterproofing layer applied to the cleaned deck around the opening. Most watertight, integrates with the eventual permanent system, but consumes the substrate and needs a dry, sound deck.

When tarp wins

Tarp wins for short-duration, smaller-area emergencies where permanent repair is days away: a localized opening from a fallen limb, a blow-off of a few shingles, or interim protection until the crew returns this week. It deploys in minutes, needs no special equipment, and is the right first move to stop active intrusion. It is the wrong choice for large openings, steep or complex roofs where it cannot be secured, high-wind or sustained-storm exposure where it will lift and tear, or multi-week timelines where it degrades in UV and flogs itself apart. A tarp that must survive weeks of wind is a callback waiting to happen; size the method to the exposure.

When shrink wrap wins

Shrink wrap wins for longer exposures and harsher weather: storm-damaged roofs awaiting insurance and materials for weeks to months, large or complex areas, snow-load and high-wind environments where a battened tarp would fail, and whole-building enclosure during phased repair. The heat-tensioned film sheds wind and snow far better than a tarp and lasts. The costs are deployment time, the need for trained installers and propane heat tools, and the fire and burn hazard of open-flame heat work, which requires a hot-work permit and fire watch in most jurisdictions. It is the wrong choice for a quick small fix where its cost and mobilization are unjustified, and where any open flame near combustibles cannot be safely managed.

When temporary membrane wins

Temporary membrane wins when the deck is exposed, dry, and sound and you need the most reliable watertight dry-in that also serves the permanent roof, for example after tear-off when permanent material is delayed, or over a flat/low-slope opening where a tarp cannot shed water. Self-adhered membrane bonds to the primed deck and is genuinely waterproof, and if chosen as a base layer it may stay as part of the final assembly. It is the wrong choice over wet or dusty decks (it will not bond), below its application temperature, and where the deck cannot be cleared and prepped, conditions common in an active storm.

Field decision flow

  1. Stop active water first by the fastest safe means; do not let perfect dry-in delay initial protection.
  2. How long until permanent repair? Days, lean TARP. Weeks to months, lean SHRINK WRAP or MEMBRANE.
  3. What is the wind/snow exposure? High wind or snow load favors SHRINK WRAP over a tarp.
  4. Is the deck exposed, dry, and sound, and is the slope low? If yes and watertightness is critical, TEMPORARY MEMBRANE.
  5. Can hot work be done safely (clearances, permit, fire watch)? If not, shrink wrap is out; choose tarp or self-adhered membrane.

Emergency roof work happens in degraded conditions (wet, windy, possibly compromised structure) and is among the highest fall-risk roofing tasks. OSHA 29 CFR 1926 Subpart M fall protection applies at 6 ft, and shrink-wrap heat work is hot work under OSHA 1926.352 requiring a fire watch, charged extinguisher, and clearance from combustibles. Do not deploy on a roof with unverified structural integrity after storm damage; inspect from a ladder or lift first.
