Shingle Replace vs Overlay vs Tear-Off Decision Matrix
Why this matters
A worn roof has three paths: spot repair the failed area, overlay a new shingle layer over the existing, or tear off and start clean. Each has a specific window where it is the right answer. Spot repair works on isolated damage with remaining roof life; overlay works on a single first-generation roof with sound substrate and a code-allowed second layer; tear-off works for everything else and is required by code in many situations. - Adds weight; structural capacity must be confirmed.
Tear-off:
- Remove all existing roof material to bare sheathing.
- Inspect and replace damaged sheathing.
- Install new underlayment, ice and water shield per IRC R905.1.2, and new shingles.
- Required by code if the existing roof has two layers or substrate damage exists.
When does each win
Spot repair wins when:
- Damage is localized (storm damage to a small area, tree branch impact, lightning strike).
- Remaining roof life is 5+ years across the rest of the slope.
- Matching shingle stock is available (insurance claim era and brand still in production).
- Underlying substrate is dry and sound.
Overlay wins when:
- Existing roof is the first layer (no prior overlay).
- IRC R908.3 allows the second layer for the jurisdiction.
- Substrate is fully sound (no rot, no soft spots, no significant deflection).
- Existing shingles are mostly intact with minimal lift.
- Structural engineering confirms capacity for second-layer weight (commonly 200-300 lb per square added load).
- Budget is the controlling factor over long-term roof system.
- Tear-off cost vs overlay cost favors overlay by 30%+ given the specific roof.
Tear-off wins when:
- Existing roof has two layers (IRC R908.3 prohibits a third).
- Substrate is damaged: rotten sheathing, soft spots, moisture-compromised OSB.
- New roof system requires bare-deck installation (architectural shingles requiring underlayment integrity, metal roof, tile roof).
- Underlayment upgrade is needed (ice and water shield in cold climates, synthetic underlayment).
- Existing roof has chronic ventilation problems requiring substrate-level corrections.
- Insurance claim covers full replacement (storm total loss).
- Resale conditions require a single-layer roof (some jurisdictions and most modern buyers).
Decision triggers, in order
Step 1: code check.
- IRC R908.3 limits roof covering layers to two. Confirm jurisdiction adopts current IRC and enforces R908.3.
- Some jurisdictions amend to require tear-off only (no overlay allowed). Confirm local code.
- If overlay is not allowed: tear-off is required. No matrix decision.
Step 2: layer count.
- One existing layer: overlay is a code option pending other criteria.
- Two existing layers: tear-off is the only legal option.
Step 3: substrate condition.
- Sound substrate: spot repair or overlay are options.
- Damaged substrate (rot, soft spots, moisture, structural deflection): tear-off required to access and repair the substrate.
Step 4: damage extent.

- Inspection of the existing roof layer count by lifting a shingle at the eave to count layers.
- Substrate inspection from the attic side. Probe sheathing, check for rot, document moisture content.
- Code check with the local building department on overlay versus tear-off requirements and any local amendments.

Installing a second layer over a roof with damaged substrate or excessive shingle lift creates a non-compliant assembly that voids the new shingle manufacturer warranty.
