Florida Product Approval and Miami-Dade NOA Shingle Selection

Why this matters

A shingle that ships with a UL 2218 Class 4 stamp and a strong ASTM D3161 Class F label can still be illegal on a Florida re-roof if it is not listed under a Florida Product Approval (FPA) or, inside the High Velocity Hurricane Zone (HVHZ), a current Miami-Dade County NOA. Florida Building Code (FBC) 8th Edition (2023), Section 1523, requires every roof-covering component to carry approval traceable by approval number, and the AHJ inspector will pull the cut sheet on site. Quoting a non-approved shingle in Miami-Dade, Broward, or any coastal county that adopts HVHZ rules forces a tear-off-and-replace on the contractor's dime. The job of the senior estimator is to verify approval before the proposal goes out, not after the dumpster lands.

Florida Product Approval vs Miami-Dade NOA

Florida statewide approval and Miami-Dade NOA are two parallel systems. A product can hold one, both, or neither. Statewide FPA is managed through the Florida Department of Business and Professional Regulation (DBPR) portal at floridabuilding.org. Miami-Dade NOA is managed by the Miami-Dade County Product Control Section.

Inside the HVHZ (Miami-Dade and Broward counties per FBC Section 1620.2), only Miami-Dade NOA controls. Statewide FPA alone is insufficient. Outside HVHZ, either an FPA or a current NOA is acceptable. Always pull the approval before quoting; FPA numbers in the format FL#### are searchable, and NOA numbers in the format NOA No. ##-####.## include an expiration date on the cover sheet.

Wind speed mapping per ASCE 7-22

FBC 2023 references ASCE 7-22 for Ultimate Design Wind Speed (Vult). Risk Category II residential mapping per ASCE 7-22 Figure 26.5-1B:

  • Inland panhandle and north Florida: 130-140 mph Vult
  • Central Florida ridge: 140-150 mph Vult
  • Coastal non-HVHZ (Pinellas, Lee, Collier, Palm Beach): 150-170 mph Vult
  • HVHZ (Miami-Dade, Broward): 170-185 mph Vult

The shingle's approval must list a design wind rating at or above the site Vult. ASTM D7158 Class H (150 mph) is the typical minimum for non-HVHZ coastal; HVHZ requires shingles tested to TAS 100, TAS 107, and TAS 125 with a stamp on every bundle.

Reading a Miami-Dade NOA cover sheet

Every NOA includes a labeled "Scope" section listing the approved system: shingle SKU, underlayment, fastener, deck type, and any restrictions (max slope, max building height, max basic wind speed). A common field mistake is approving the shingle but missing that the underlayment listed in the same NOA is a self-adhered SBS membrane, not 30-pound felt. The approved assembly is a system; substituting a non-approved underlayment voids the entire NOA.

Expiration is on the upper right. Renewals lag; a job started under a current NOA that expires before final inspection is grandfathered if the permit was pulled while the NOA was active. Pull the permit early.

Common approved shingle assemblies

For HVHZ residential re-roofs, the workhorse approved assemblies are:

  • GAF Timberline HDZ with StormGuard SA underlayment per NOA No. 23-0517.01
  • CertainTeed Landmark with WinterGuard HT per NOA No. 22-1108.06
  • Owens Corning Duration with WeatherLock G per NOA No. 23-0220.02
  • Atlas StormMaster Slate with Summit 60 underlayment per NOA No. 22-0825.01

Always verify the cover sheet on file at miamidade.gov/pera before quoting. NOA numbers change after every renewal cycle (typical five-year term per Miami-Dade Rule).

Documentation the AHJ inspector will demand

At rough inspection (in-progress, before cover-up) and final, the inspector will ask for:

  • Permit card with the NOA or FPA number recorded
  • Stamped or bundle-printed approval label for the shingle SKU on site
  • Underlayment roll with NOA-listed product label visible
  • Fastener box label matching the approval (typical: 1.25-inch coil roofing nail, 11-gauge, 3/8-inch head)
  • Form Uniform Roofing Permit Application signed by the qualifier

Missing any one of these stops the inspection. Schedule a re-inspection fee at the AHJ rate; cycles are typically next business day in Miami-Dade.

Shingle products carrying only an FPA (no Miami-Dade NOA) are not legal in HVHZ counties even if the wind rating exceeds Vult. AHJ inspectors will fail the job. Verify NOA on the Miami-Dade Product Control public portal before quoting any HVHZ re-roof.

Estimator checklist before proposal

  1. Pull the site address; confirm HVHZ status via the county GIS layer.
  2. Read the Vult from ASCE 7-22 Figure 26.5-1B for Risk Category II.
  3. Filter shingles to those carrying approval at or above Vult.
  4. If HVHZ, restrict to Miami-Dade NOA; pull current cover sheet PDF.
  5. Confirm underlayment, fastener, and deck type listed in the same approval document.
  6. Record approval number on the proposal, the permit application, and the field package.
  7. Brief the crew foreman that any product substitution requires written approval; field swaps void the NOA.
