Soft Decking: Localized vs Widespread Tear-Off Scope Decision Tree
Why this matters
The moment a tear-off crew finds soft decking, the job's scope and price are in question, and the decision has to be made on the roof, fast, and right. Calling a few soft sheets "localized" when the deck is broadly delaminated leaves a soft, unfastenable substrate under the new roof and guarantees a warranty fight. Calling it "widespread" when only a valley and an eave are rotted inflates the job and burns the customer's goodwill. The difference also touches safety: a deck that fails an underfoot check is a fall-through hazard for the crew. This tree gives a repeatable method to scope soft decking as spot-replace, partial re-deck, or full re-deck, using probe readings, fastener-holding tests, and the moisture pattern that caused the rot.
Symptom presentation
Soft decking presents as spongy underfoot, visible sag between rafters, dark water staining on the underside, delamination of plywood plies or crumbling of OSB edges, and fasteners that spin or pull with no resistance. The location tells you the cause and likely extent. Rot confined to eaves and the lower courses points to ice-dam or gutter backup; rot in valleys points to valley-flashing failure; rot around penetrations points to flashing leaks; rot in broad field areas points to long-term saturation from a failed membrane or condensation from a bypass, and that pattern is the one most likely to be widespread.
Quick checks
- Sound the deck with a hammer or your heel on a grid. Map every soft spot with chalk or paint before deciding anything. A scattered handful of soft spots reads differently than a continuous soft zone.
- Probe suspect areas with an awl. Penetration with light pressure means the wood has lost structural integrity.
- Test fastener holding: drive a roofing nail or screw into the questionable deck. If it spins free or pulls by hand, that sheet will not hold the new roof and must be replaced.
- Check the underside from the attic where accessible. Underside staining, daylight, and rafter-top rot extend the picture beyond what the topside shows.
Isolation tree
- Map all soft area and total it as a percentage of the roof and as a count of full sheets affected.
- Are soft areas discrete, separated by sound deck, and tied to a single identifiable leak source (one valley, one penetration, the eave line)? If yes, branch to LOCALIZED / SPOT-REPLACE.
- Are soft areas continuous across multiple rafter bays, or do scattered soft spots reappear across most slopes when you sound the whole deck? If yes, branch to WIDESPREAD.
- For the LOCALIZED branch, confirm the surrounding deck holds fasteners and sounds solid at the cut lines. If the "good" deck at the patch perimeter also spins fasteners, the rot is larger than it looked; re-map outward until you reach genuinely sound deck.
- For the WIDESPREAD branch, distinguish surface delamination from full-thickness rot. Surface-only delamination on otherwise sound framing may still require re-decking if it will not hold fasteners; full-thickness rot plus soft rafter tops escalates to a structural referral.
- Any soft rafter or truss top chord, sag in the framing, or springiness that persists where the deck is sound is a STRUCTURAL branch: stop and bring in a structural engineer; this is no longer a re-deck decision.
Confirming diagnosis
Confirm fastener-holding objectively, because that is the property that matters for the new roof. The deck must hold roofing fasteners to the withdrawal values the covering manufacturer and the IRC fastening schedule (IRC Table R905.x and R803) require; a substrate that fails withdrawal is not a substrate. For moisture-driven rot, a pin moisture meter reading above roughly 20 percent in framing or 16 percent in sheathing confirms active wetting that must be dried or the source cut off before re-roofing, or the new deck rots too. Document the mapped extent with photos and a measured sheet count; that map is the basis for the scope change and the customer conversation.
Remediation
- LOCALIZED / SPOT-REPLACE: cut out soft sheathing to the centerline of sound rafters, replace with the same thickness and species/grade plywood or OSB, fasten per the IRC schedule, and re-establish underlayment. Fix the originating leak (valley, penetration, gutter) or it returns.
- PARTIAL RE-DECK: where a slope or the eave band is broadly soft but other slopes are sound, re-deck that slope or band fully, matching thickness and supporting all panel edges per APA span ratings.
- FULL RE-DECK: where most of the deck fails sounding or fastener tests, replace all sheathing; pricing the new roof over soft deck is not an option.
- STRUCTURAL: framing rot, sag, or undersized/overspanned decking goes to an engineer before any covering is specified.
Soft decking is a fall-through hazard. Per OSHA 29 CFR 1926 Subpart M and the duty to provide a safe walking-working surface, do not load-test a deck by standing on an unverified soft sheet. Spread load with planks, work from a ladder or sound framing, and use personal fall arrest where a fall of 6 ft or more is possible.
