Coat vs Recover vs Tear-Off Aging Flat Roof Decision Matrix

Why this matters

An aging low-slope roof gives the contractor three legitimate paths, restorative coating, recover with a new membrane over the old, or full tear-off to deck, and the wrong choice either wastes the customer's money or fails early. Coating a roof with wet insulation traps that moisture and rots the deck. Recovering a roof that already has the code-limit number of layers is a violation. Tearing off a roof that only needs a coating is overkill. The decision hinges on substrate condition, especially trapped moisture, existing layer count, drainage, and the remaining integrity of the membrane. This matrix gives a repeatable basis for that recommendation so it reflects the roof, not a sales target.

The three options

  • Restorative coating: clean, repair, and apply an elastomeric, acrylic, silicone, or fluid-applied coating over a sound existing membrane to extend its life and add reflectivity.
  • Recover: install a new membrane (or cover board plus membrane) directly over the existing roof without removing it, permitted only within code layer limits and over a dry, sound substrate.
  • Full tear-off: remove all roofing to the deck, replace wet or damaged insulation, repair the deck, and install a complete new system.

Decision factors

  • Trapped moisture in the assembly: the single most important factor. A wet roof cannot be coated or recovered; the moisture must come out, which means tear-off of the wet area. Confirm with an infrared or nuclear moisture survey, not a guess.
  • Existing layer count: code generally limits a low-slope roof to a defined number of layers; an at-limit roof cannot be recovered and must be torn off.
  • Membrane condition: surface chalking and minor splits suit a coating; widespread blistering, delamination, or saturation do not.
  • Drainage: ponding shortens any system's life. Coating does not fix drainage; recover with tapered insulation can; tear-off lets you rebuild slope.
  • Substrate adhesion and compatibility: a coating must bond to the existing surface; incompatible or contaminated surfaces fail.
  • Structural capacity: each added layer adds dead load; a marginal structure may not accept a recover.

How to walk the call on site

Begin with a moisture survey, because trapped water disqualifies both coating and recover and is invisible from the surface. Infrared scanning after sunset or a capacitance/nuclear survey maps the wet areas; if the roof is wet, the conversation is tear-off of at least the wet sections, full stop. If the assembly is dry, count layers and read the membrane: a sound, dry, single-layer membrane with only surface weathering is an ideal coating candidate, and a reflective coating can also cut cooling load. A dry roof at one layer with deteriorating but intact membrane may take a recover, ideally with tapered insulation to correct ponding, provided the structure carries the load and code allows another layer. Reserve tear-off for wet assemblies, at-limit layer counts, structural or deck problems, and membranes too far gone to bond a coating. Adhesion-test the coating on the actual substrate before committing.

Cautions

Coating manufacturers void warranties over ponding water and wet substrates; never coat a roof you have not confirmed dry. Recovering masks the condition of the layer below, so any latent moisture or rot gets sealed in, which is why the dry-substrate requirement is non-negotiable. Verify the local layer limit before proposing a recover, an existing two-layer asphalt or multiple-layer low-slope roof typically forces tear-off. On reflective coatings, set realistic expectations: a coating extends life and improves reflectivity, it does not turn an old roof into a new one or repair drainage.
