Why Did the T&P Relief Valve Discharge: Root-Cause Decision Tree

Why this matters

A temperature and pressure (T&P) relief valve is the last defense against a water-heater tank rupture. When it discharges, it did its job, and the question is never "how do I make it stop" by capping or swapping it blindly. The valve opened because either temperature or pressure exceeded its set point, typically 150 psi or 210 F on a residential T&P. Find the root cause: excessive temperature, excessive pressure (thermal expansion in a closed system or street over-pressure), or a failed valve that is weeping below set point. Replacing the valve without fixing an overtemp or overpressure condition leaves a tank that can rupture. A failed-relief tank rupture is a steam explosion, not a leak.

Symptom presentation

  • Steady or periodic dripping from the T&P discharge pipe, often after a heating cycle.
  • A continuous run during heating, or a sudden full-open blast.
  • Water at the floor near the discharge termination or the pan.
  • Customer reports the valve "started leaking" with no other change, or after a recent PRV/backflow install or meter change.

A T&P that discharges has detected over-temperature or over-pressure, or has degraded so it no longer seats. All three need to be distinguished.

Quick checks

  1. Measure tank outlet water temperature. If it is at or near 210 F, you have an over-temperature condition, not a pressure issue. This is the most dangerous case.
  2. Gauge system static pressure cold, then after a heating recovery. A climb toward or past 150 psi indicates thermal-expansion overpressure.
  3. Determine whether the system is closed (PRV, check valve, or backflow preventer present) and whether an expansion tank exists and is functional.
  4. Inspect the valve and seat. A valve weeping a trickle at normal pressure and temperature, with no expansion or temperature fault, is a failed valve.

Isolation tree

Branch A: over-temperature (water near or above 210 F).

  • Thermostat or gas control failed (not shutting off), or a stuck/shorted element/relay on electric. The heater is overheating. Shut off energy/gas to the heater immediately, isolate the cause, replace the failed control. This is a life-safety condition.

Branch B: over-pressure from thermal expansion (closed system, pressure climbs after recovery).

  • Missing or waterlogged expansion tank on a closed system. Install or replace the expansion tank precharged to cold static pressure. Verify the T&P stops discharging once expansion is controlled.

Branch C: over-pressure from the street/PRV (high static even cold).

  • PRV failed open or absent and street pressure exceeds the T&P set point margin. Install or repair the PRV to bring static to 50 to 60 psi, then add expansion control.

Branch D: valve weeps with normal temperature and pressure.

  • The relief valve seat is fouled (scale, debris) or worn. Replace the T&P valve with the correct BTU/pressure-rated unit. Never plug it.

Confirming diagnosis

  • Tank outlet temperature read directly settles the temperature-versus-pressure question first. Always rule out over-temperature before anything else, because it is the rupture-risk path. A reading climbing past the thermostat set point toward 200 F means the control is not cutting off.
  • Static-versus-post-recovery pressure differentiates thermal expansion (climbs with heat) from street over-pressure (high even cold). Gauge cold static, then watch the rise across a full recovery; a one-cup bleed that drops it back proves expansion.
  • After correcting the cause, re-run a full recovery cycle and confirm the new or existing T&P seats and stays closed at normal operating temperature and pressure.
  • Verify the T&P rating matches the heater's BTU/kW input and the tank's pressure rating; an under-rated valve discharges nuisance even on a healthy system. The valve's discharge capacity must equal or exceed the heater's energy input.
  • Inspect the discharge termination. A T&P that appears to weep may actually be back-feeding from an improper trapped or upturned discharge line that holds water against the seat.

Remediation

  • Over-temperature: replace the failed thermostat, gas control, element, or relay; confirm the heater cuts off at set point and the high-limit or ECO (energy cutoff) functions. On electric units, a thermostat that closes but never opens, or a grounded element, drives runaway heating. Do not return the heater to service until it holds temperature.
  • Thermal expansion: install or replace the expansion tank, precharge to cold static, verify post-recovery pressure stays in bounds over a full heating cycle.
  • Street over-pressure: install or repair the PRV to code pressure; add expansion control because the PRV creates a closed system.
  • Failed valve only: replace the T&P with the correctly rated unit. Route a full-size discharge pipe of the same diameter as the valve outlet to an approved termination per code (downward, terminating within 6 inches of the floor or to an approved drain, no threads on the discharge end, no valve or reduction anywhere in the line). Confirm the new valve seats and stays closed at normal operating temperature and pressure before leaving.

A water heater that overheats with a failed or blocked T&P can rupture as a steam explosion capable of leveling a room. Never plug, cap, or downsize a T&P discharge, never install a shutoff on it, and never replace a discharging valve without finding why it discharged. If you measure over-temperature, shut off the energy source to the heater immediately and do not restore it until the control fault is corrected.
