Reduced-Pressure-Zone (RPZ) Valve Commissioning
Why this matters
A new RPZ install is the highest-stakes backflow job a plumber takes on. The assembly protects potable supply from high-hazard cross-connections (boiler treatment chemicals, cooling-tower water, process chemicals, irrigation with fertilizer injection). A commissioning miss leaves the assembly installed but not functional; the purveyor signs off the inspection thinking they have protection and an actual back-siphonage event contaminates the main. Commissioning is not just the post-install test; it covers location, orientation, drainage, freeze protection, and the as-built record that lives with the assembly for its 20-year life.
Pre-install verification
Before the assembly arrives, confirm the cross-connection survey assigned an RPZ (not DCVA or PVB) to the service. ASSE 5015 surveyors classify the hazard; an RPZ is required for high-hazard back-siphonage AND backpressure exposure. The assembly model has to be on the USC Foundation for Cross-Connection Control approved list and locally accepted by the water purveyor. Common acceptable RPZs: Watts 909, Wilkins 975XL, Apollo RPLF4A, Febco 825Y. Size matches the service line (3/4 inch through 10 inch); do not undersize because oversizing the bypass valves is acceptable but undersizing the assembly drops residual pressure unacceptably.
Location and clearance
ASSE 1013-2017 and the USC manual require: minimum 12 inches above grade or finished floor to the relief valve discharge, maximum 60 inches above grade or finished floor to the highest test cock for tester access, minimum 12 inches between the relief discharge port and any standing-water surface (air gap), minimum 24 inches lateral clearance from the assembly to any wall or obstruction for test access. The relief discharge must terminate to an indirect waste with an air gap of at least twice the relief discharge pipe diameter; no direct connection to a drain.
The assembly is installed horizontally with the relief valve facing down on most models; check OEM IOM. Watts 909 and Wilkins 975XL allow horizontal-only installation in older series; newer N-series and XL Pattern allow vertical with caveats. Reading the IOM saves you from a re-install when the inspector arrives.
Freeze protection
RPZ assemblies cannot be drained between freeze events because the relief discharge keeps the body wet. Outdoor installations require a heated enclosure rated for the climate zone; ASSE 1060-2017 lists Class I, II, and III enclosures by minimum sustained temperature. Hot Box, Safe-T-Cover, and Strongbox are common. A burst RPZ from one freeze cycle is a full replacement, plus water-damage cleanup; the enclosure pays for itself the first November.
Initial pressurization procedure
- Close both shut-offs (number 1 upstream, number 2 downstream). Open all four test cocks to atmosphere.
- Crack open number 1 shut-off slowly. Water will discharge from test cocks as the line fills; close each test cock as a steady stream emerges (drives air out).
- With all test cocks closed and number 1 fully open, slowly open number 2. Listen for the relief valve; a brief discharge is normal during initial pressurization (zone equalization). Sustained discharge indicates check valve 2 not seating; do not put the service into use.
- Run downstream fixtures briefly to flush debris from the line through to use points; the RPZ will spit relief on flow if upstream pressure drops below downstream during this flush, which is expected and not a failure.
Initial certification test
Perform the full USC five-test sequence the same day as install. Document the assembly serial, gauge calibration date, test results, ambient temperature, and supply pressure on the report. File with the purveyor within their required window (commonly 10 business days). The initial test is on top of the annual test cycle; the next annual is due 12 months from the initial.
A new RPZ discharging relief intermittently in the first 24 hours is often debris from the construction blowout caught between check valves, not a defective assembly. Isolate, flush both checks from each direction at the test cocks, repressurize, and retest before condemning. A field-replaced new assembly with a stripped relief seat (from over-torque on the cover bolts) costs the contractor; tighten to the OEM-published torque, no more.
As-built documentation
The owner's file should contain: the manifest from the purveyor's cross-connection program, the survey form identifying the protected use, the assembly submittal with USC FCCCHR approval letter, the installation drawing showing relief discharge to indirect waste, the heated enclosure submittal (if outdoor), the initial certification test report, and the test gauge calibration certificate. The same file is referenced at every annual test; bad records there mean the annual test gets bounced back by the purveyor and the assembly's compliance status fails.
