No Pressure Only On Second Floor Decision Tree
Why this matters
Pressure problems isolated to the upper floor have a specific failure pattern: there's a partial restriction or a head loss somewhere between the main service entry and the second-floor rough-in that wouldn't show up on a ground-floor fixture. Five causes account for nearly all calls. Walk them in order and you find it inside an hour. Skip the order and you'll send a customer through a full re-pipe quote on what was a stuck PRV.
Symptom presentation
Customer reports:
- Weak flow at upstairs fixtures (showers especially).
- Ground-floor fixtures work normally.
- Sometimes worse when multiple fixtures are running.
- Sometimes only at the highest fixture (third-floor bath, attic remodel).
- May coincide with the addition of new fixtures, recent water heater install, or a recent meter swap.
Quick checks (under 2 min)
Step 1: Read static pressure at a ground-floor hose bib (exterior). Should be 50 to 80 psig depending on jurisdiction.
- Below 40 psig: feeder problem upstream of the house; municipal supply issue, meter issue, or PRV failing.
- 50 to 80 psig: pressure to the house is adequate; problem is downstream.
Step 2: Open all upstairs fixtures at once. Watch ground-floor pressure on the gauge.
- Drops dramatically (below 20 psig): restriction between meter and upper-floor branches.
- Holds within 10 psig of static: ground-floor distribution is fine; problem is a localized upstairs branch.
Step 3: Check the cartridge / aerator on the affected upstairs fixture.
- Loaded with grit or scale: clean or replace cartridge first. May solve the call.
- Clean: keep moving.
Isolation tree
Branch 1: PRV failing closed or partially closed. A PRV that has drifted toward closed restricts supply to the entire house but the symptom is worst at the highest fixture because head pressure has the least margin there. Causes:
- Old PRV (10+ years): diaphragm fatigue, drifting setpoint.
- Sediment lodged in seat: pulses pressure or drops it under load.
- PRV set too low at install. Confirm: dynamic pressure test with multiple fixtures open. Static reads fine, dynamic drops badly = PRV is the choke point. Rebuild or replace.
Branch 2: Galvanized steel section in the supply line. Houses built before ~1960 commonly have galvanized water lines. Galvanized corrodes from the inside; ID can shrink from 1 in. to less than 1/4 in. across 40 years. The choke shows up at the highest fixture because head pressure is lowest there.
- Visual inspection at exposed sections (basement, crawlspace). Look for galvanized fittings, corrosion bleeding at threaded joints.
- Open a fitting if possible and inspect ID.
- Confirmation: replace a 6 ft section and measure pressure improvement. Recommendation: piecemeal replacement rarely works long-term on galvanized; quote whole-home repipe.
Branch 3: Stuck shutoff valve. A whole-house or branch shutoff valve that's been partially closed (by a homeowner, a previous service tech, or a remodel) reduces flow to everything downstream.
- Inspect main shutoff at the meter / entrance.
- Inspect any inline shutoffs in the basement leading to the upstairs branch.
- Older gate valves are notorious for partial-stem failures - the handle turns but the gate doesn't move with it. Replace with a quarter-turn ball valve.
Branch 4: Crimped or kinked PEX. On retrofit installs, PEX run through tight framing or pulled around sharp corners can develop a permanent kink. Reduced ID at the kink throttles the upstairs branch.
- Visual inspection along the PEX route.
- Check at PEX fitting transitions; sometimes the fitting itself is the choke (oversized bumps in the ID).
- Replace kinked section.
Branch 5: Undersized branch line. Common on second-floor additions where a 1/2 in. branch was tapped into a 1/2 in. trunk to feed both bathrooms upstairs. The combined load exceeds the branch's flow capacity.
- Read flow at upstairs fixtures; compare to fixture-unit demand per IPC Appendix E.
- If branch is undersized for upstairs fixture units, the fix is a larger feeder from the main.
Branch 6: Recirculation loop short-circuiting. On houses with hot-water recirc, a check-valve failure or pump fault can short-circuit hot water back through the cold side, dropping pressure on the upstairs hot draw.
- Listen at the recirc pump; check valve and pump operation per manufacturer.
Branch 7: Aerator/cartridge restriction at every upstairs fixture. Common after a major water main repair, meter replacement, or supply-side construction debris event. Sediment migrates through the system and clogs every cartridge / aerator in its path. Upstairs fixtures take the brunt because pressure margin is lowest.
- Remove and clean or replace each cartridge and aerator on the upstairs floor.
- Install or service the whole-house sediment filter (if absent, recommend).
- Document on invoice.
Confirming the diagnosis
After repair, document:
- Static pressure at a ground-floor hose bib.
- Static pressure at an upstairs fixture (use a thread-on gauge at a faucet).
- Dynamic pressure with two fixtures running (one downstairs, one upstairs).
- Flow rate at the affected upstairs fixture, in GPM.
Targets:
- Static at upstairs fixture: 45 to 75 psig (slightly lower than ground floor due to head loss).
- Dynamic with two fixtures running: above 20 psig at the upstairs fixture.
- Flow at typical showerhead: 1.8 to 2.5 GPM per IPC Section 604.
Repair / remediation
- PRV replacement: match inlet size, set outlet pressure to 50 to 60 psig static.
- Galvanized replacement: piecemeal for budget; whole-home repipe is the right long-term answer. Use PEX-A, PEX-B, or copper per local code and customer preference.
- Gate valve replacement: quarter-turn ball valve, same size, full-port preferred.
- Kinked PEX: cut and replace section; install with proper bend supports.
- Sediment cleanup: cartridge/aerator service, whole-house sediment filter install.
Field probability ranking
By call frequency in residential service:
- Galvanized restriction in older homes (~40% of calls in pre-1960 housing).
- PRV failing (~25%).
- Aerator / cartridge clogging from upstream event (~15%).
- Stuck or partially-closed shutoff (~10%).
- Undersized branch on remodel (~5%).
- Other (~5%).
Lead with pressure measurements at multiple floors. Quote the repipe up front if it's galvanized; piecemeal patching there is throwing money at the wrong fix.
