Backflow Prevention - Annual Testing + Certification

Why this matters

Backflow testing is the recurring-revenue specialty that builds a plumbing business's predictable income. Each backflow assembly must be tested annually by a certified tester per state + local code; a certified tester earns a solid flat fee per test in just 30 - 45 minutes. A plumber with 200 commercial customers + 1 backflow per customer builds a healthy five-figure annual recurring stream on testing alone, before repair work. Customers MUST comply (water authority shuts off non-compliant accounts), so the work is non-negotiable + has no objection. The plumber who certifies + builds the customer list owns this revenue stream.

What backflow is

Water flow reversal: instead of flowing from utility through customer to drain, contamination flows BACKWARD from customer's premises INTO utility supply. Two failure modes:

Backsiphonage: utility supply pressure drops (main break, fire fighting) - vacuum pulls customer's water back. Garden hose in pool, irrigation system in fertilizer puddle, sink with hose to chemical → contamination back into water main.

Backpressure: customer's pressure exceeds utility's. Boiler systems with pumps, fire suppression risers, elevated tanks - when customer's pressure higher than utility's, customer water flows out into mains.

Code requires backflow prevention at every cross-connection where contamination risk exists.

Backflow assembly types

  • Air Gap (AG): physical separation between supply + vessel; most foolproof but limited use (drinking fountains, dishwashers).
  • Reduced Pressure Zone (RPZ/RP): two check valves + relief valve between; premium for high-hazard (fertilizer, hospital, industrial); relief discharges when checks fail.
  • Double Check Valve Assembly (DCVA/DC): two checks with test cocks; mid-grade for moderate hazards (irrigation without injection, fire systems without antifreeze).
  • Pressure Vacuum Breaker (PVB): back-siphonage only (not backpressure); common on lawn irrigation; must be 12" above highest sprinkler head.
  • Atmospheric Vacuum Breaker (AVB): hose bibs + non-pressure outlets; usually built into modern hose bibs.

What gets tested

State/local codes require annual testing of RPZ + DCVA + PVB (sometimes more frequent locally). AG + AVB get visual inspection only. Common locations: irrigation, fire suppression risers, commercial buildings + restaurants, pool fill lines, boiler feed, carbonated beverage, hospital + medical, industrial process, multi-family common services.

Tester certification

State + AWWA certifications:

  • AWWA / ASSE 5110 Backflow Tester Certification (most common)
  • State-specific certifications (e.g. California AWWA Cross-Connection Specialist)
  • Annual continuing education required

Certification process:

  1. 40-hour training course
  2. Written exam
  3. Practical exam (test 1 of each assembly type)
  4. Annual renewal + CEU + recalibration of test kit

Test equipment

Three-valve test kit

  • Differential pressure gauge (calibrated annually)
  • Three hoses + test cock fittings
  • Calibration tag must be current

Calibration: annual at certified lab. NEVER test with expired calibration - invalidates test.

Backup gauge: some inspectors require backup verification.

Test procedure (DCVA typical)

  1. Verify assembly type, model, serial; verify shutoff valves operate
  2. Close downstream shutoff
  3. Open test cock 2 (bleed air)
  4. Connect gauge between test cocks 2 + 3
  5. Open test cock 3 slowly (gauge reads CV1 differential)
  6. Record CV1 reading (must hold ≥ 1.0 PSI per spec)
  7. Close cocks, vent gauge, repeat for CV2 between cocks 3 + 4
  8. Restore shutoffs, record on test form, submit to water authority

Pass/fail: DCVA each check ≥ 1.0 PSI differential; RPZ both checks ≥ 1.0 PSI + relief opens at proper differential; PVB poppet opens ≤ 1.0 PSI + holds water seal. Test form is 4-part (customer / water authority / plumber / property records).

Failed test → repair

Notify customer immediately (water authorities shut off non-compliant within 30 days in many jurisdictions). Rebuild kit or full assembly replace. Retest after repair + submit passing test to authority. Rule: under 10 yr old → rebuild; over 10 yr → replace.

Service contract opportunity

Annual test + survey: test all assemblies, inspect shutoffs + drains, survey for new cross-connections, submit reports for customer, schedule next year. Portfolio contract. Commercial maintenance (restaurant + hospital) covers backflow + dish sink + pre-rinse + carbonator + boiler feed.

Common test mistakes

Skipping test cock cleaning: dirt in test cock = leaky reading = false fail.

Using expired calibration: invalidates test; lawsuit risk.

Not bleeding air from hoses: pressure reading wrong.

Testing during high system pressure surge: false fail OR temporary readings.

Submitting handwritten reports illegible: water authority rejects + retest required.

Not photographing assembly + serial number: tracking confusion in customer records.

Customer education

The recurring conversation:

  • "Your backflow device protects the city water supply from contamination at your property. State law requires annual testing."
  • "If you don't test, the water authority can shut off your service within 30 - 90 days."
  • "The test takes about 30 minutes. We'll handle the report + submission for you."

Customers comply because the law requires it; this isn't a sales conversation, it's a compliance reminder.

Regulatory + reporting

Water authority: each jurisdiction requires:

  • Tester certification on file
  • Annual test reports submitted via specific format (sometimes online portal)
  • Compliance database - non-compliance triggers shutoff notice

State backflow registry: some states maintain registry of certified testers.

Insurance: tester E+O insurance recommended; testing without certification = legal exposure.

The single highest-leverage strategy in backflow testing is the LIST + REMINDER SYSTEM. Once you've tested an assembly, the next test is exactly 12 months later. Customer doesn't track it; water authority sends a notice in 11 months. The plumber who emails the customer in month 10 saying "your annual backflow test is due in 60 days - pre-schedule to avoid water service interruption" books 75 - 85% of repeat business. The plumber who waits for customer to call books 25 - 40%. The CRM reminder is worth more than the technical test skill.
