Wash vs Sand vs Strip: Failing Exterior Prep Decision Matrix
Why this matters
The single biggest driver of how long an exterior repaint lasts is not the paint, it is how much of the old failing material you removed before recoating. Under-prep and the new coat fails with the old one. Over-prep and you have burned labor and dollars stripping sound paint that a wash would have served. The choice among washing, sanding, and stripping is a soundness judgment made surface by surface across the elevation, not one method for the whole house. This matrix maps the condition of the existing film to the right removal level so prep matches reality and the recoat holds to its rated life.
The options
- Wash: pressure or detergent washing to remove dirt, chalk, mildew, and loose surface contamination without abrading the film. Fastest, cheapest, lowest impact. Leaves the existing sound coat in place as the new substrate.
- Sand: mechanical abrasion (hand, orbital, or feather sanding) to knock down loose and lifting paint to a sound edge, dull a glossy coat for adhesion, and feather the transition between bare and coated areas. Mid-cost, mid-effort, the workhorse for spot failure.
- Strip: full removal of the coating system back to bare substrate by chemical, heat, or aggressive abrasive means. Highest cost, effort, and hazard. Reserved for systems that have failed broadly or built up to an unsound thickness.
When wash wins
Wash is the right call when the existing film is sound and well bonded and the only problem is surface soil. Cross-cut the old coat (ASTM D3359); a rating of 4B to 5B with no peeling, light to moderate chalk that rinses clean, and no widespread cracking means the coat is a good substrate. Dirt, mildew, and light chalk are wash-removable. The test is the chalk rub and the rinse: if a dry cloth comes back near-clean after washing and the film passes the tape test, you wash, dry to baseline, and topcoat. Washing is also the mandatory first step before sanding or stripping; never abrade dirt and mildew into a surface. Keep pressure-wash pressure moderate on wood and stucco so you clean the film without driving water into the substrate or carving the wood grain; a too-aggressive wash that lifts sound paint has converted a wash job into a strip job you did not need. Allow the substrate to dry to its baseline moisture before the next step, which on cool or shaded elevations can mean a full day or more, verified by meter rather than by touch.
When sand wins
Sand is the right call for localized failure on an otherwise sound wall: scattered peeling, lifting edges, alligatoring confined to patches, a glossy coat that needs tooth, or a chalky surface too heavy to rinse clean but not failing wholesale. Sanding removes loose and lifting film to a sound boundary, feathers the bare-to-coated transition so the repair does not telegraph, and dulls gloss for inter-coat adhesion. This is the most common exterior repaint prep. Match the grit to the goal: a coarser grit (around 80) to knock down lifting edges, a finer grit (120 to 150) to feather and dull. Feather the perimeter so the step from bare to coated is gradual; a sharp shoulder reads through the topcoat as a ridge under raking light. Confirm success by the feathered edge holding under a fingernail and the dulled gloss accepting a water sheet. Spot-prime bare wood or substrate after sanding before topcoat, because bare wood left unprimed flashes, raises grain, and bleeds tannin through the finish.
When strip wins
Strip is the right call when the coating system itself has failed across large areas: broad delamination, deep alligatoring through multiple coats, a film built up so thick it no longer flexes with the substrate, or adhesion that rates 0B to 1B over wide zones. At that point sanding only chases an unsound base; the whole system has to come off to bare, sound substrate. Strip is also forced when a TDS or a specialty system (some metal or high-build coatings) requires bare substrate. Because stripping is the highest-hazard option, it carries the heaviest controls, especially on pre-1978 housing.
Disturbing paint on housing or child-occupied facilities built before 1978 triggers the EPA RRP Rule (40 CFR 745). Sanding and stripping that disturbs lead-based paint requires a certified renovator, contained work area, and lead-safe cleanup. Open-flame and high-heat stripping of lead paint is restricted; chemical and abrasive methods must follow lead-safe practices. Test the coating or assume lead before you abrade or strip.
Field decision flow
- Wash first, always, to expose true film condition. Never assess over dirt.
- Tape-test the cleaned old coat (ASTM D3359). 4B to 5B and only soiled: WASH and recoat.
- Localized peeling, gloss, or heavy chalk on an otherwise sound wall: SAND to a sound edge, feather, spot-prime bare areas, recoat.
- Broad delamination, deep alligatoring, over-thick film, or wide 0B to 1B adhesion: STRIP to bare sound substrate, prime, rebuild the system.
- Pre-1978 substrate and you are sanding or stripping: invoke lead-safe RRP controls before any abrasion.
- Re-evaluate per elevation and per surface. A south wall may need strip while the shaded north wall needs only a wash. Match the method to the surface, not the house.
Confirm dryness to the meter baseline and dew-point spread in spec before any primer or topcoat, regardless of which removal level you used.
