Spot Prime vs Full Prime vs Strip on Failing Exterior Decision Matrix
Why this matters
The single biggest swing in an exterior repaint estimate, and the biggest determinant of how long the job lasts, is the prep decision: spot-prime the failing areas, full-prime the whole elevation, or strip back to bare substrate. Get it wrong toward too little prep and the new coat peels where the old failure continued; get it wrong toward too much and you have stripped a sound surface and blown the budget. The decision is not a feel call; it is driven by the percentage and pattern of failure, the cause of the failure, the adhesion of the remaining sound paint, and the substrate condition underneath. A wall failing at 5 percent from localized water below windows is a spot-prime job once the water is fixed; a wall failing at 60 percent from years of chalking and intercoat delamination is a full-prime or strip job. This matrix gives the field tech a repeatable way to size prep to the actual condition instead of guessing.
The three options at a glance
Spot priming means scraping and feathering only the failed areas, spot-priming the bare exposed substrate, and topcoating the whole elevation; it is the lightest, fastest option and is correct when the existing coating is largely sound and well-adhered. Full priming means prepping the entire surface (wash, scrape failures, sand, deglossing) and applying a full primer or sealer coat over everything before the finish; it is correct when adhesion is marginal across the surface, the old coating is chalking heavily, or the substrate needs a uniform bonding or sealing layer. Stripping means removing the coating down to bare substrate over large areas; it is correct when multiple thick failing layers, alligatoring, or widespread delamination mean no patch repair will hold and the film stack itself is the problem. Each escalation adds cost and time but buys durability when the lower option would fail.
Decision factors
Weigh five factors. First, failure percentage and pattern: isolated and localized favors spot; widespread favors full or strip. Second, adhesion of the remaining sound paint, tested by cross-hatch tape; good adhesion supports spot or full, poor adhesion across the wall pushes toward strip. Third, the cause: if the failure is moisture-driven, the source must be fixed regardless of prep level, and once fixed a localized moisture failure can be spot-primed. Fourth, film build and history: many thick layers or alligatoring mean the stack is unstable and stripping is the durable answer. Fifth, chalk and degradation: heavy chalking demands at least a full prime (after washing) because a topcoat will not bond to a chalky surface. Substrate condition (sound wood vs rotted, intact stucco vs spalling) gates everything; rotted or failing substrate is carpentry or masonry repair before any coating.
Decision matrix
When failure is under roughly 10 to 15 percent, localized, the cause is identified and fixed, and the surrounding paint passes a tape adhesion test, choose spot prime: scrape, feather-sand, spot-prime bare areas, topcoat the elevation. When failure is moderate, chalking is present across the surface, or adhesion is marginal but the film stack is thin and stable, choose full prime: wash to remove chalk and contaminants, scrape and sand failures, degloss, and apply a full bonding or sealing primer before finish coats. When failure is widespread, multiple thick layers are alligatoring or delaminating, or tape testing shows poor adhesion over large areas, choose strip: remove coating to bare substrate over the failed expanse (mechanical, infrared, or chemical methods, with lead controls if pre-1978), prime bare substrate, and rebuild the coating. When the substrate itself is rotted, spalled, or structurally failing, no coating decision applies until the substrate is repaired or replaced.
Field workflow
Start every failing exterior with a wash and a dry-down, then map the failure: walk the elevation and estimate the failed percentage and whether it clusters (localized cause) or spreads (systemic). Run cross-hatch tape adhesion tests in several representative areas on the sound paint. Identify and fix the cause, especially moisture, before sizing prep, because no prep level survives an active leak. Apply the matrix. For any pre-1978 surface, assume lead until tested and follow RRP containment if disturbing paint. Prime bare substrate appropriate to the material (exterior wood primer on bare wood, alkali-resistant masonry primer on masonry, bonding primer on slick surfaces). Always topcoat the full elevation, not just patched areas, to avoid flashing. Document the prep decision and the cause-of-failure remediation so the warranty rests on root-cause work, not on a guess.
