Exterior Peels Back to Bare Only Below Windows Decision Tree
Why this matters
When exterior paint peels cleanly back to bare wood in a band directly below windows but holds everywhere else, the pattern itself is the diagnosis: water is getting behind the film at the window and running down the siding. This is not a paint defect and it cannot be solved with a better primer or another coat. Repainting over it without finding and stopping the water source guarantees a callback within one wet season, and the customer will read the second failure as your bad workmanship. The band-below-windows signature points to a small set of building-envelope failures, failed window flashing, a bad sill joint, missing or backwards caulk, or a sill that is shedding water onto the wall instead of away from it. The cost stakes are real because the fix lives in carpentry and flashing, not in the paint, and quoting a repaint when the customer needs window remediation sets up a guaranteed loss.
Symptom presentation
The failure is geographic and repeatable: peeling concentrated in a vertical band or fan below each window, often widest at the sill corners and tapering down. The paint usually comes off in sheets back to bare, clean wood with little to no paint residue, which indicates the adhesion was broken from behind by moisture and vapor pressure, not from a surface contamination. Look for telltales above the peel: a sill that lacks a downward slope (back-pitched), open or hardened caulk at the sill-to-trim joint, missing drip edge or head flashing, or interior condensation staining at the window. Note whether it is one window (localized leak) or every window on a wall (systemic, often grade, sprinklers, or a whole-wall vapor issue). Tannin or rust streaks below the band suggest sustained wetting of wood or fasteners.
Quick checks
Probe the bare wood with an awl or moisture meter. Elevated moisture (well above the dry baseline of adjacent sound siding) confirms active water behind the failure. Inspect the sill slope with a level; a flat or back-pitched sill funnels water at the wall. Check every joint around the window for caulk condition: look for caulk applied to the wrong joints (sealing a drainage path shut), gaps, or brittle failed beads. Look up: confirm head flashing exists above the window and that drip cap and flashing tape lap correctly (shingle-style, upper laps over lower). Check the obvious external sources, an irrigation head spraying the wall, a downspout dumping above, or grade that splashes. Verify whether the original coating was applied over wet or unprimed wood, which compounds any leak.
Isolation tree
Branch on water source. If one window peels and the sill is back-pitched or the head flashing is missing or reversed, the branch is window flashing and detailing failure, fix is correct the flashing and sill before any paint. If caulk is sealing the bottom of the sill or the drainage gap shut, the branch is trapped water with no exit, fix is remove the wrong caulk, leave the weep path open, and seal only the top and sides. If every window on one elevation peels and the wall faces sprinklers or splashing grade, the branch is external wetting, fix is redirect water (move heads, extend downspouts, regrade) then repaint. If the wood is high-moisture with no exterior leak and the interior shows condensation, the branch is vapor drive from inside (bathroom or kitchen wall, no vapor control), fix is address interior moisture and consider a breathable coating. If the bare wood is sound and dry once the source is fixed, the remaining branch is straightforward repaint with proper prep and prime.
Confirming diagnosis
Confirm the water path with a controlled hose test: spray water at the sill and head while a helper watches the interior and the wall below. Water appearing at the peel band or inside confirms the entry point. Confirm sill pitch with a level and a few drops of water, water that pools or runs back toward the wall confirms back-pitch. Confirm trapped water by inspecting whether the sill underside or the trim bottom edge is caulked closed; that joint must stay open as a weep. Confirm vapor drive by reading interior relative humidity and checking for the failure on bathroom or laundry walls specifically. Do not repaint until a repeat hose test, after remediation, leaves the wood dry. A moisture meter reading back at the dry-wood baseline is the green light.
Remediation
Fix the water first. Correct or add head flashing and drip cap, lapped shingle-style so upper pieces overlap lower. Re-establish sill slope (minimum roughly a 5 to 15 degree downward pitch away from the wall) or install a sloped sill nosing. Re-caulk correctly: seal the top and sides of the window-to-trim joint and leave the bottom open as a drainage weep, using a high-quality exterior elastomeric sealant rated for joint movement. Redirect external water sources. Then prep the bare wood: scrape to sound paint, sand to feather edges, let the wood dry to baseline moisture, and prime bare wood with an exterior wood primer (oil or quality acrylic per the topcoat data sheet) before two finish coats. For walls with interior vapor drive, specify a breathable acrylic that lets the wall dry outward rather than trapping vapor under an impermeable film. Document the building-envelope work as the root-cause fix so the repaint warranty is not voided by an uncorrected leak.
