Customer Painted Over It and Now It Is Peeling: Induced-Failure Decision Tree

Why this matters

A customer rolls a fresh coat over an existing finish and within weeks it peels in sheets. They call you to fix "the paint," but the paint is rarely the defect. A customer-applied recoat that peels almost always failed at the bond between the new coat and what was under it, because the surface was glossy, dirty, chalky, or wet when they painted. Diagnose this as an intercoat adhesion failure and you fix it once. Treat it as a product problem and you reapply over the same bad bond and watch it peel again, this time on your invoice.

The decision is about finding the failure plane: is the new coat letting go of the old coat, is the old coat letting go of the substrate, or is moisture pushing both off. The fix follows the plane, not the symptom.

Symptom presentation

The fresh coat peels, flakes, or sheets off, often in large pieces you can lift with a fingernail or a putty knife. The back of a peeled chip tells the story. Clean separation between two paint layers with the old paint still bonded to the wall means intercoat (new-over-old) failure. The old paint coming off with the new, down to substrate, means the old coating or the substrate bond failed. A glossy or slick back face on the peeled chip points to painting over an unscuffed gloss surface. A chalky, powdery residue points to painting over chalked exterior coating.

Quick checks

  • Lift a chip and read the back. Two-layer clean separation versus everything-to-substrate tells you the failure plane in one move.
  • Cross-cut adhesion test (ASTM D3359) on the new coat in a sound-looking area. Heavy removal of the new coat over intact old coat confirms intercoat failure.
  • Gloss check on the old surface where the new coat let go. Slick and shiny means it was never deglossed. A water-bead or solvent-wipe shows whether it was contaminated.
  • Chalk rub (ASTM D4214 visual). Wipe the old exterior surface with a dark cloth. Heavy chalk transfer means the customer painted over a chalked, non-bonding surface.
  • Moisture meter on the substrate. Elevated readings, especially at exterior peeling below windows or interior peeling in wet rooms, shifts this toward a moisture-driven failure rather than pure intercoat.

Isolation tree

Find the failure plane, then the reason the bond failed there.

  1. Read the chip back. Clean two-layer separation (new off old, old still stuck): intercoat adhesion failure. Go to step 2. Everything peels to substrate: the old coating or substrate bond failed; that is a strip-and-rebuild, not a recoat fix. Go to step 4.
  2. Intercoat failure: check what stopped the bond. Slick gloss back face and a shiny old surface means painting over unscuffed gloss or enamel. Chalky residue means painting over chalk. A dirty or greasy back face means painting over an uncleaned surface (kitchen grease, hand soil, exterior dirt).
  3. If the old surface was a hard alkyd or high-gloss and the customer used a water-based topcoat without a bonding primer, that is a chemistry-plus-prep mismatch: latex over hard glossy alkyd with no scuff and no bond primer.
  4. Old-paint-to-substrate failure: meter the substrate. High moisture means a water source is pushing the whole stack off; find and fix the source before any recoat. Dry substrate with old paint that powders or releases easily means an aged or already-failing coating that the new coat merely revealed.
  5. Multi-coat-history substrate (many old layers, exterior): suspect built-up film stress or a weak buried layer. The new coat added load that popped a bond that was already marginal.

Confirming diagnosis

  • Cross-cut or X-cut tape test (ASTM D3359) graded across several spots maps how widespread the weak bond is. A failing grade only at the new-over-old plane confirms intercoat; failing to substrate confirms a deeper problem.
  • Pull-off adhesion (ASTM D4541) where a quantified value is needed to justify a full strip versus a localized repair.
  • Solvent and water wipe on the old surface confirms contamination (color or residue lifts onto the rag) versus a clean-but-glossy bond failure.
  • Moisture mapping confirms or rules out a water driver. A dry, contaminated, glossy bond failure is a prep problem; a wet substrate is a source problem you must solve first.
  • Extent grading matters for the repair scope. Run the tape test in several spots across the wall, not just at the obvious peel. A failing grade only at the peeled patch means a localized repair; a failing grade in sound-looking areas too means the whole recoat is poorly bonded and a full strip is the honest call.

Remediation

Scrape and sand all loose and poorly bonded coating back to a sound, well-adhered edge; feather the transitions. The fix follows the plane you found. For intercoat failure over gloss, degloss the old surface (sand to a uniform dull profile per SSPC-SP 2/SP 3 hand or power tool cleaning intent) and clean it, then prime with an adhesion-promoting primer suited to the old chemistry before topcoating. For chalked exterior, remove chalk by washing and pressure rinse, let it dry, and prime with a chalk-binding primer. For grease or soil, clean thoroughly before any abrasion so you do not grind contaminant into the surface.

For old-paint-to-substrate failure driven by moisture, correct the water source and let the substrate dry to a meter-verified level before recoating. For an aged failing coating, remove it to a sound substrate and rebuild the system with the correct primer for that substrate.

Verify the repaired bond with an adhesion test before finishing the full area, so you are not feathering into a plane that is still letting go.
