Why this matters

Most US states require some form of pesticide applicator license for commercial application of fertilizer, herbicide, fungicide, or insecticide to a customer's property. Applying products without the license is a violation that can fine the contractor, suspend the company, and create insurance liability if a customer is harmed. The license itself takes 10 to 40 hours of study plus an exam fee; getting it is straightforward. The customers, the chemical distributors, and the insurance companies all assume the contractor has it. A contractor without the license is operating under the table; once caught, the path back is harder than getting licensed in the first place.

What is governed

The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) establishes federal pesticide regulation. EPA administers FIFRA; states administer the actual applicator licensing.
