VAV Terminal Box Minimum-Airflow Programming
Why this matters
A VAV box programmed to a lazy 30 percent minimum starves the zone of outside air, drives CO2 above 1100 ppm during occupied morning hours, and quietly wrecks the building's ASHRAE 62.1 Standard 62.1-2022 compliance. Programmed too high and the reheat coil runs constantly because the AHU cannot cool the box's minimum primary-air flow against zone load. The minimum is the single most consequential setpoint in a VAV system, and every box on the project needs it set by calculation, not by the controls-contractor default of "30%."
Two minimums you must distinguish
Modern Guideline 36 sequences use two minimums per box. V-min-cool is the minimum primary-air CFM the box will allow during cooling mode; it has to deliver enough cold air to keep the zone within deadband at part load. V-min-vent is the minimum primary-air CFM required to deliver the zone's outdoor-air share under the multiple-spaces equation of ASHRAE 62.1-2022 Section 6.2.5. The active minimum at any instant is the larger of the two. A box that drops below V-min-vent is in code violation even if the thermostat is happy.
Calculating V-min-vent per box
Pull the ventilation schedule from the design documents. For each zone:
- Vbz = Rp x Pz + Ra x Az, where Rp is people-cfm from Table 6-1, Pz is design zone population, Ra is area-cfm, Az is zone floor area in sq ft.
- Voz = Vbz / Ez, where Ez is the zone air distribution effectiveness from Table 6-2 (1.0 for ceiling supply cool, 0.8 for ceiling supply heat with deltaT above 15 F).
- Vpz-min = Voz / Zp-system, where Zp-system is the system primary-air outdoor-air fraction set during AHU programming.
Round V-min-vent up to the nearest 5 CFM. A 600 sq ft conference room at 50 people at 5 cfm/person plus 0.06 cfm/sq ft yields a Vbz of 286 cfm, Voz of 286 cfm at Ez=1.0, and at a system Zp of 0.30, V-min-vent of 953 cfm. That is the floor for ventilation, even on a 38 F morning when nobody is in the room.
Programming V-min-cool
V-min-cool should be the lower of: (a) the airflow needed to overcome envelope load at design heating setpoint with neutral primary-air temp (around 55 to 60 F at the box inlet), and (b) 30 percent of V-max-cool. Guideline 36 caps V-min-cool at 1.5 times V-min-vent in single-duct boxes to keep reheat from running excessively. For dual-duct or fan-powered series boxes, V-min-cool can be lower because the box's local fan or hot-deck damper handles heating without the primary-air penalty.
Standby and unoccupied minimums
A standby minimum (zone unoccupied per local occupancy sensor) can drop to zero on the cooling side as long as exhaust and pressurization are not compromised. Building-level unoccupied minimums also go to zero; pressurization is managed at the AHU. Confirm the BAS sequence drops the box damper to zero, not just to V-min-cool, during these modes. Many contractor defaults leave V-min-vent active 24/7 and the owner pays for the reheat anyway.
Field validation procedure
After programming, place a calibrated capture hood at the diffusers downstream of each box. Force the box to V-min-vent via BAS override. The measured CFM at the diffusers should be within +/- 10 percent of the programmed value; deviation above that means the box flow-sensor amplification curve is wrong or the inlet velocity probe is reading non-representative air. Repeat at V-min-cool, V-max-cool, and V-max-heat. Log the measured values against programmed; the report becomes a TAB deliverable and the basis for any future complaint investigation.
Do not back-calculate V-min-vent by setting CO2 setpoints and chasing the result. Programming minimums from CO2 alone bypasses 62.1's prescriptive requirements; only the Section 6.3 IAQ procedure permits CO2-only ventilation control, and it requires an engineered submittal documenting design population, contaminant sources, and surrogate validation.
