Why this matters

Recover, recycle, and reclaim are three distinct refrigerant-handling actions with different legal definitions, different equipment, and different allowed reuses under EPA Section 608 of the Clean Air Act. Technicians routinely use the words interchangeably and then make a compliance mistake: returning recovered refrigerant to a different owner's system without reclaiming it, or charging field-recycled refrigerant into a system where it is not permitted. Getting the action right protects the technician's certification, keeps the job legal, and prevents contaminating a customer's equipment with off-spec refrigerant. This matrix defines each action and gives the rule for choosing among them on a given job.

The options

Recover: Removing refrigerant in any condition from a system and storing it in an external container, without necessarily testing or processing it. Recovery is the baseline legal requirement before opening a sealed system or disposing of equipment. It does not clean or qualify the refrigerant for reuse.

Recycle: Reducing contaminants in recovered refrigerant through on-site oil separation and single or multiple passes through filter-driers in a recycling machine. Field recycling cleans but does not certify the refrigerant to a purity standard. Recycled refrigerant may be returned only to a system owned by the same owner.

Reclaim: Reprocessing recovered refrigerant to the AHRI Standard 700 purity specification, verified by chemical analysis, at a certified reclamation facility. Only reclaimed refrigerant meets the standard required to be sold or transferred to a different owner.

When recover wins

  • Any time a sealed system must be opened for a repair, component swap, or disposal: recovery is mandatory first.
  • Equipment is being retired, scrapped, or has a burnout: recover the charge, then send it for reclaim or destruction rather than reusing it.
  • The refrigerant is contaminated, mixed, or of unknown identity: recover and label for off-site disposition; do not field-recycle unknown or mixed refrigerant.
  • The refrigerant blend is a zeotropic blend that has leaked (fractionated): recover the remaining charge and replace with virgin or reclaimed product rather than topping off.

When recycle wins

  • The same owner's same system is being serviced and the recovered charge is clean, single-component or a non-fractionated blend, and identified with certainty.
  • A recovery and recharge on one machine where the refrigerant never leaves the original owner's control.
  • The recycling machine and its filter-driers are in good condition and rated for the refrigerant.

Field recycling is the narrow case: same owner, same or owner's other equipment, clean and identified refrigerant. The moment ownership changes, recycling is no longer sufficient.

When reclaim wins

  • The refrigerant will be transferred or sold to a different owner: only reclaimed, AHRI 700 certified refrigerant is permitted.
  • The recovered refrigerant came from a compressor burnout, is acidic, is moisture-laden, or is suspected mixed: send to a reclaimer for processing or destruction.
  • A large recovered volume from decommissioning where resale value justifies reclamation.
  • Any situation where purity to a verifiable standard is required.

Cross-cutting requirements

Certification and records: A technician handling refrigerant must hold the appropriate EPA Section 608 certification for the equipment type. Recovery, recycling, and reclamation equipment must meet EPA equipment standards. Keep records of refrigerant recovered, recycled, reclaimed, and disposed as the rule requires.

Refrigerant identification: Before any recycle decision, identify the refrigerant with a refrigerant identifier. Mixed or misidentified refrigerant cannot be field-recycled and must be recovered for reclaim or destruction.

Container management: Use the correct recovery cylinder for the refrigerant, never overfill, observe the fill limit by weight, and label cylinders accurately. Mixing refrigerants in a recovery cylinder ruins the contents and the cylinder for reuse.

Burnout handling: After a compressor burnout, recover the charge and do not recycle it back; acid and contaminants require reclamation or disposal, plus a proper system cleanup with filter-driers on the equipment side.

  1. Does the sealed system have to be opened, or is the equipment being retired?

    • Yes: recover first, always.
  2. Will the recovered refrigerant be reused?

    • No, it is contaminated, mixed, unknown, or from a burnout: send for reclaim or destruction.

  3. Will it go back into a system owned by the same owner?

    • No, ownership changes: it must be reclaimed (AHRI 700) before transfer.
    • Yes: continue.
  4. Is the refrigerant clean, identified, and non-fractionated?

    • Yes: field recycle is acceptable for return to the same owner's equipment.
    • No: recover and send for reclaim.
  5. Is the recovered volume large and valuable, or is purity to a standard required?

    • Yes: reclaim.

Common mistakes

  • Treating recovery and reclamation as the same step and returning recovered-only refrigerant to a different owner's system.
  • Field-recycling a fractionated zeotropic blend instead of replacing it.
  • Recharging refrigerant recovered from a burnout without reclamation and without cleaning the host system.
  • Mixing refrigerants in one recovery cylinder, ruining the contents.

Venting refrigerant is prohibited under EPA Section 608 and 40 CFR Part 82 Subpart F. Recover before opening any sealed system, never field-recycle unidentified or mixed refrigerant, and only reclaimed AHRI 700 refrigerant may be transferred to a different owner.
