Massachusetts Stretch Energy Code Heat Pump Compliance

Why this matters

Effective July 1, 2024, every Massachusetts municipality that has adopted the Stretch Energy Code under 225 CMR 22.00 requires that fossil fuel heating systems in new residential construction be paired with a code-compliant electric heating system (heat pump or resistance backup) sized to meet the design heating load. More than 290 cities and towns have adopted the Stretch Code or the Specialized Stretch Code (225 CMR 23.00), including Boston, Cambridge, Newton, Brookline, and Worcester. Installers who miss the heat pump sizing requirement on alterations or additions get the rough inspection failed and the Mass Save rebate claw-backed, which kills both the close and the customer relationship.

Which code applies in which town

Three energy codes operate in Massachusetts:

  • Base Energy Code (225 CMR 21.00): mandatory statewide. Equivalent to IECC 2021 with Massachusetts amendments.
  • Stretch Energy Code (225 CMR 22.00): adopted by the municipality through Town Meeting or City Council. Most populous Massachusetts towns have adopted.
  • Specialized Stretch Energy Code (225 CMR 23.00): adopted on top of the Stretch Code by 33+ municipalities including Boston, Cambridge, Brookline, Newton, Lexington. Requires net-zero ready pathway.

Confirm the active code via the Massachusetts Department of Energy Resources (DOER) Stretch Code Adoption list before quoting. Do not rely on the customer's understanding.

Heat pump sizing under the Stretch Code

For new residential construction in a Stretch Code municipality, 225 CMR 22.00 Section R408.2 requires that the heating system meet ACCA Manual J load calculation outputs and that a heat pump be capable of delivering at least the design heating load at the 99 percent winter design temperature (per ASHRAE 90.1 Appendix C climate data for the locality).

Sizing procedure:

  1. Run ACCA Manual J (8th edition) for the dwelling. Use actual envelope assemblies; do not default-rule the U-values.
  2. Identify the 99 percent winter design dry bulb temperature for the zip code from the ASHRAE Handbook of Fundamentals climate data tables. Boston is 9 degrees F; Worcester is 4 degrees F; Pittsfield is -1 degree F.
  3. Select a cold-climate heat pump with AHRI-rated capacity at 5 degrees F (low ambient rating) that meets or exceeds the Manual J heating load.
  4. If the heat pump alone does not meet the load at the design temperature, install electric resistance backup or hybrid dual-fuel with automatic changeover at a balance point not warmer than 35 degrees F.

Cold-climate heat pump qualifying criteria

Mass Save and the Northeast Energy Efficiency Partnerships (NEEP) maintain the Cold Climate Air Source Heat Pump (ccASHP) Specification, version 4.0 (current as of 2024):

  • COP at 5 degrees F (47 degrees F return air, full capacity): at least 1.75
  • Heating capacity ratio at 5 degrees F to 47 degrees F: at least 70 percent
  • HSPF2 (region IV) of 7.5 or higher for ducted systems, 8.1 or higher for ductless

If the equipment is not on the NEEP ccASHP qualifying product list, the Mass Save rebate is denied and most Specialized Stretch Code jurisdictions will reject the equipment selection.

Mass Save rebate documentation

Mass Save rebates as of 2024 require the following documentation at submission:

  • AHRI Certificate of Product Performance matching the installed model numbers
  • Manufacturer specification sheets confirming NEEP ccASHP listing
  • HERS Rater report (where applicable for new construction)
  • Massachusetts contractor licensure and Mass Save Heat Pump Installer Network membership
  • Photos of installed equipment with nameplates legible
  • Manual J, S, and D documentation when the project exceeds 4 tons total cooling

The rebate program adjusts annually; verify the current rebate amount and the cap on the Mass Save website before quoting the customer.

Common compliance failures

  • Single-head ductless installed as a whole-home heating solution when the heat-loss calculation extends beyond the head's coverage. The Stretch Code requires that the heating system serve the entire conditioned volume, not just one zone.
  • Air handler-only swap on a hybrid system without confirming the outdoor unit's low-ambient capacity is still adequate for the post-renovation envelope.
  • Use of HSPF (the discontinued metric) on the AHRI certificate. HSPF2 is the current required metric per the 2023 DOE test procedure update.
  • Manual J performed with default infiltration of 0.5 ACH50 on a building tested at 3.0 ACH50 actual; the sizing is undersized at design conditions.

Do not size a Massachusetts heat pump from the manufacturer's nominal AHRI 47/17 ratings alone. The 47/17 rating tests at 17 degrees F, which is warmer than the design temperature in every Massachusetts climate region. Always reference the 5 degree F low-ambient capacity from the NEEP ccASHP product list.
