Water-Stained Block vs Leaking Block Decision Tree

Why this matters

Discoloration on a CMU basement wall is the most common reason a homeowner calls a foundation contractor. The two underlying causes look almost identical to the untrained eye but require completely different responses: historic water staining (the wall got wet a long time ago, dried, and the mineral residue is now visible) versus active water intrusion (the block is currently leaking, slowly enough that visible water is not always present at the time of inspection). The first calls for cosmetic remediation and a drainage assessment. The second calls for interior or exterior waterproofing scoped to the actual water source. Selling waterproofing on a historic stain is over-selling; treating an active leak as a stain leaves the customer with a callback and a mold problem.

What you actually see

Efflorescence is the white, fuzzy, sometimes crystalline deposit that forms when water carries dissolved salts (calcium, sodium, potassium sulfates and carbonates) out through the block face and deposits them on the surface as the water evaporates. It is the standard signature of any past or present water movement through CMU. Iron staining (orange to brown) traces to iron in the source water; manganese (dark brown to black) is less common. Mold growth (fuzzy, colored gray-green-black-pink, with a musty smell) means active moisture supporting biological growth and triggers IICRC S520 remediation thresholds.

The dry-test protocol

Visit the wall during a dry weather window of at least 7 days without rain and ideally during a low groundwater season. Photograph every stained area. Mark the perimeter of each stain with chalk dots. Press a 6 in x 6 in piece of plastic sheet flat against the block in the center of the worst stain and tape all four edges to the wall with painter's tape. Note the date and time. Return in 48 hours.

After 48 hours: if the inside of the plastic sheet is dry and the block under the sheet matches the block around it, the stain is historic. If the inside of the plastic sheet shows condensation droplets, water is migrating through the block actively, even in dry weather; the wall is leaking. If the inside is dry but the block under the sheet is visibly darker than the surrounding block, capillary moisture is moving slowly through the wall and the stain is active but low-flow.

The wet-test protocol

Where the customer reports leaks only during heavy rain, the dry test will read false negative. Run a hose-test on the exterior at the suspected source area for 30 minutes, then walk the interior at 15-minute intervals for 2 hours. Hose calibrated to roughly a heavy rainfall rate, sprayed at the wall above-grade and at the soil at the wall base for separate test windows. Mark every interior wet spot with a chalk dot in the order it appeared; the first to wet is the closest to the water entry path.

Historic-stain signatures

Stain is uniform and matte. No efflorescence crystals you can scrape off with a fingernail (or if there is, it is sparse and old). No mold smell. Plastic dry-test sheet stays dry on both sides for 48 hours. Wall above the stain is dry. The grade outside has been changed since the staining occurred (downspout extended, grade re-sloped, gutter added) and the change explains why a historic leak does not currently recur. The stain may date to a single past event (sump failure, frozen pipe, prior owner's chronic groundwater).

Response: clean with a 1:10 muriatic acid wash neutralized per the product label, dry, document the dry-test result in the customer file. Drainage assessment to confirm the historic cause is genuinely no longer present. No waterproofing scope unless the customer requests cosmetic-grade interior coating, in which case quote a 2-coat acrylic block-filler appropriate for sound dry CMU per the manufacturer's prep schedule. Do not promise the coating will stop water; if water returns the coating delaminates.

Active-leak signatures

Stain shows fresh efflorescence (gritty, scrapes off, white-bright). Plastic sheet test reads wet inside after 48 hours. Stain pattern follows mortar joints (water finds the bed and head joints first) or follows the parging cracks on the exterior face. Wet line at the top of the stain marks the maximum water level reached. Damp smell or musty smell present. Sometimes visible water on the wall or floor at the time of inspection.

Response: identify water source via the wet-test protocol. Three sources to rule in or out:

Source 1, surface water: gutters, downspouts, grade, hardscape pitch. Test by isolating each source (cap a downspout, watch the wall over the next storm). Fix at the source first; surface-water fixes are 80 percent of residential basement-water complaints and the cheapest to deliver.

Source 2, lateral groundwater: water table or perched water table pushing through the wall below grade. Test by reading the wall pattern (lateral groundwater wets the lower courses uniformly across the back wall facing the highest grade). Fix with exterior excavation, dimple board, and footing drain, or with interior perimeter drain plus sump.

Source 3, plumbing leak: pressurized supply line or drain line behind the wall or in the slab. Test by shutting the building's main water and reading the meter over 30 minutes with no fixtures running; any meter movement is a supply leak. Drain leaks require pressure-testing the DWV system. Plumbing leaks are out of foundation-contractor scope; refer to a licensed plumber and document the call in the file.

Mold-growth threshold

Visible mold on the wall puts the job inside the IICRC S520 remediation framework regardless of foundation work scope. Photograph it, document it, recommend air-quality testing and abatement by an IICRC-certified remediator, do not paint over it, and do not dry-test mold-affected areas without containment. The foundation work and the mold remediation can run in parallel under a containment plan but they are separate scopes with separate insurance posture.

Sealing an active leak with an interior topical coating without addressing the source will trap water inside the wall, accelerate freeze-thaw spalling of the block, and create a hidden mold colony behind the coating. The coating delaminates within one to two heating cycles. Treat the source, not the symptom.

What goes in the file

Dry-test plastic-sheet photos with timestamps. Hose-test results by zone. Source classification (historic, surface, lateral, plumbing). Recommended scope keyed to the source. Drainage observations. Mold presence yes or no. Customer's signed acknowledgment of the classification and scope before any work order is generated.
