Clean vs Gray vs Black Water Source Decision Tree

Why this matters

Categorizing the water source is the first decision on every loss and it drives every later decision: PPE, containment, dry-in-place versus remove, content treatment, and clearance. The IICRC S500 Category 1, 2, and 3 model is widely cited but commonly misapplied in the field, where techs default to "looks clean = Cat 1" or "looks dirty = Cat 3" without using the source-and-time criteria the standard actually specifies. Misclassifying down (Cat 2 called Cat 1) puts occupants at risk and leaves the contractor exposed on health claims. Misclassifying up (Cat 1 called Cat 2 or 3) inflates scope and gets challenged on the insurance audit. This article gives the source-based decision tree per S500 4th Edition.

The three categories per S500

Category 1 (clean water). Water from a sanitary source that does not pose substantial harm. Examples per S500: broken supply line, water from a clean toilet bowl tank (not the bowl), rainwater that has not contacted contaminated surfaces, melted ice or snow. The defining feature is that it originated as potable or near-potable and has not contacted contamination.

Category 2 (gray water). Water with significant contamination that has the potential to cause discomfort or sickness. Examples: dishwasher or washing machine discharge, toilet overflow with urine but no solid waste, broken aquariums, punctured waterbed, hydrostatic seepage from groundwater. The defining features are an originally clean source contaminated en route, or a source with biological contamination short of fecal solids or sewage.

Category 3 (black water). Grossly contaminated water. Examples: sewage, toilet overflow with fecal solids, surface flood water from rivers or storm runoff that has crossed soil, wind-driven rain from hurricanes (treated as Cat 3 in most jurisdictions due to wind-driven debris and pathogen exposure), and any water that has stood in a building long enough to harbor microbial amplification.

The source-first decision

The fastest classification path is asking what entered the building, not what is in the building now:

  • Pressurized supply line break (copper, PEX, CPVC, polybutylene, PB1) - Cat 1 at the moment of release.
  • Drain line at or upstream of a fixture - typically Cat 2 (washing machine drain, dishwasher drain, lavatory drain), unless the drain serves a toilet, in which case Cat 3.
  • Toilet supply line - Cat 1 supply water. The water did not pass through the bowl.
  • Toilet bowl or tank overflow with no solids - Cat 2.
  • Toilet overflow with solids - Cat 3.
  • Sewer backup - Cat 3.
  • Sump pump failure with groundwater intrusion - Cat 2 at the source, can shift to Cat 3 with time or with contact with contaminated soil.
  • Roof or window leak from clean rain - Cat 1 at the source. Becomes Cat 2 with time as the rainwater contacts attic dust, insulation, drywall.
  • Hurricane or storm flood water that crossed soil - Cat 3 from the start.
  • HVAC condensate line backup - Cat 2 because of biofilm on the line interior.
  • Fire suppression water from a sprinkler discharge - Cat 1 at the moment of release. Often shifts to Cat 2 with time as it contacts soot.

The time-and-temperature shift rule

Categories can degrade with time even if the source did not change. S500 4th Edition Section 10 frames this as the "regression" rule:

  • Category 1 water that has stood for more than 24 hours, or that has contacted Category 2 or 3 contaminated surfaces during travel, regresses to Category 2.
  • Category 2 water that has stood for more than 48 hours, or that contacted Category 3 surfaces, regresses to Category 3.
  • High ambient temperatures (above 75 F, particularly with humidity above 60 percent) accelerate the regression. Some authorities treat the 24/48 windows as upper bounds and shorten them in summer conditions.

This is the rule that catches restorers who arrive 36 hours after a Cat 1 supply break. The water at the source was clean. The water on the floor now is Cat 2 because the time has elapsed and microbial amplification is underway. PPE and scope must follow the present category, not the historical category.

Documentation that supports the classification

Document the classification on the loss report with:

  • Source identified (specific fixture or assembly)
  • Time of release if known
  • Time of arrival on site
  • Visual evidence at arrival (color, odor, debris, biofilm)
  • Surface temperatures and ambient RH at arrival
  • Whether the source has contacted previously contaminated surfaces (carpeted floor, basement floor, crawlspace)

This documentation is what the insurance adjuster will ask for if the category is contested. A photo of the source plus a timestamped moisture map plus the loss-report category is what backs the scope.

PPE and containment by category

Cat 1 - safety glasses, gloves (nitrile), waterproof boots, standard work clothing. No containment required for the affected area beyond standard work-zone delineation.

Cat 2 - safety glasses, fluid-resistant gloves (nitrile or neoprene), water-resistant coveralls (Tyvek 400 or equivalent), waterproof boots. Half-face respirator with P100 cartridges recommended for prolonged exposure. Containment recommended on areas where porous contents will be left in place.

Cat 3 - full PPE: chemical splash goggles, fluid-resistant gloves doubled (inner nitrile, outer chemical-resistant), full body coveralls with hood (Tyvek 600 or equivalent), waterproof boots with shoe covers, fit-tested half-face respirator with P100 cartridges per OSHA 29 CFR 1910.134, full containment of the affected area with negative-pressure isolation when working in occupied buildings, sealed waste streams. Antimicrobial pre-treatment of all affected surfaces before demolition.

Dry-in-place vs remove by category

Cat 1 - dry in place is the default for non-porous and semi-porous materials. Porous materials (carpet pad, drywall paper) are typically replaced; porous materials that have not absorbed visible water can sometimes be dried.

Cat 2 - dry in place is conditional. Non-porous and sealed semi-porous: clean, sanitize, dry. Porous materials in direct contact with the water: remove. Carpet face fiber can sometimes be salvaged with hot water extraction and sanitizer if pad and tackstrip are replaced.

Cat 3 - porous materials in the affected area are removed. This is the strongest position in S500: porous materials affected by Cat 3 water are presumed unsalvageable and disposed of per the standard. Non-porous structural materials can be cleaned, sanitized, and dried, but only after the porous removal is complete.
