Sewage Cleanup Protocol

Why this matters

Sewage contamination (Category 3 water damage) is the most-hazardous restoration scenario. The water contains pathogens (E. coli, hepatitis, salmonella, parasites) that cause serious illness in exposed people. Standard water damage protocol is inadequate for Cat 3; the specific protocol exists to protect workers and ensure the cleanup leaves the home safe. A contractor who hasn't trained on sewage cleanup should refer the work; one who has trained commands premium rates for this hazardous work.

When sewage cleanup applies

  • Sewer backup into the home
  • Failed sewer ejector pump
  • Septic tank overflow into the home
  • Floodwater (always Cat 3 regardless of appearance)
  • Outside surface water with potential sewage
  • Toilet overflow with feces

Hazards

Sewage cleanup workers face:

Pathogens

    1. coli (gastrointestinal)

Exposure routes

  • Inhalation (aerosolized particles)

PPE for sewage cleanup

Required PPE

  • Full body Tyvek suit (taped at wrists and ankles)
  • Boot covers OR rubber boots
  • Heavy nitrile gloves (often two layers)
  • P100 respirator (or full face respirator for severe contamination)
  • Eye protection (full goggles)
  • Hard hat if working under structure

Hand hygiene

  • Wash hands with antibacterial soap after work
  • Don't touch face during work
  • Don't eat, drink, smoke during work

Cuts and wounds

  • Cover with waterproof dressing
  • If significant wound, don't work
  • Wash carefully if splash occurs

Pre-work procedure

Step 1: Verify the source

  • Sewer backup? (cleanup plus pump out backup)
  • Toilet overflow? (cleanup plus toilet repair)
  • Septic backup? (cleanup plus septic system inspection)

The source determines additional work.

Step 2: Address the source

If still active:

  • Stop the backup (call utility for sewer; pump out septic; repair toilet)
  • Don't start cleanup while water is still flowing

Step 3: Document

  • Photograph the area before cleanup
  • Note the extent of contamination
  • Document the source

Step 4: Plan

  • Materials to dispose (most porous items)
  • Materials to clean (non-porous)
  • Containment plan
  • Disposal plan

Step 5: Customer authorization

  • Walk through scope with customer
  • Get authorization for demolition (porous items disposed)
  • Specific items the customer wants to try to save

Containment

Required for any indoor sewage work:

Step 1: Plastic barriers

  • Around the work area
  • Sealed at floor / wall / ceiling
  • Containment isolates the work zone

Step 2: Negative pressure

  • Air scrubber inside containment
  • Exhaust to outside
  • Prevents spore / pathogen migration

Step 3: Floor protection

  • Plastic sheeting on the floor
  • Prevents tracking contamination

Removal procedure

Step 1: Water extraction

  • Vacuum standing water with wet vac
  • Discharge to appropriate disposal (sanitary system; not yard)
  • Continue until standing water removed

Step 2: Solid waste removal

  • Visible solid waste removed manually
  • Bagged for disposal
  • HEPA vacuum any remaining loose material

Step 3: Porous material removal

Most porous materials must be disposed:

  • Carpet and pad
  • Drywall (2 ft beyond visible contamination)
  • Insulation
  • Cabinetry that absorbed water
  • Books, paper, fabric

Bag each as it's removed.

Step 4: Disposal

  • Heavy-duty plastic bags (multiple layers)
  • Sealed
  • Disposed per local regulations (typically solid waste or specific hazardous waste)

Step 5: Surface cleaning of remaining structure

For surfaces that remain (typically non-porous):

  • Wash with EPA-registered disinfectant
  • Specific products rated for the contamination
  • Multiple cleaning passes
  • Wear PPE throughout

Step 6: HEPA vacuum

After surface cleaning:

  • HEPA vacuum all surfaces
  • Multiple passes
  • Capture any remaining particulates

Step 7: Apply biocide / sanitizer

For affected wood and structure:

  • EPA-registered biocide
  • Apply per manufacturer
  • Allow contact time

Step 8: Drying

  • After cleaning, drying equipment
  • Air movers
  • Dehumidifiers
  • Verify dry per moisture meters

Step 9: PRV

  • Visual inspection
  • Air sampling
  • Verify no remaining contamination

Step 10: Build-back

  • Replace removed materials
  • New drywall, insulation, flooring
  • Customer can re-occupy after PRV

Worker protection details

Decontamination

After leaving the contaminated area:

  • Step out of contaminated area
  • Remove PPE in clean transition zone
  • Wash skin thoroughly

For each work session:

  • New PPE
  • Don't reuse contaminated equipment

Cuts during work

  • Stop work
  • Treat injury
  • Replace PPE
  • Customer notification if appropriate

Vaccinations

For workers regularly handling sewage:

  • Hepatitis A and B vaccinations recommended
  • Tdap (tetanus / diphtheria / pertussis)
  • Per OSHA recommendations

Training

  • IICRC WRT certification
  • Additional training for Cat 3 / sewage work
  • Annual refresher

Disposal regulations
