Pack-Out vs Clean-In-Place vs Dispose: Category 3 Contents Decision Matrix
Why this matters
In a Category 3 (black water) loss, contents decisions carry liability that structural decisions do not, because contents go home with the occupant and get handled by hands and faces. The three live options are pack-out (remove contents to a controlled facility for decontamination and storage), clean-in-place (decontaminate restorable items on site), and dispose (document and discard items that cannot be safely or economically restored). Get this wrong and you either return contaminated items to a family, throw away salvageable belongings the customer needed, or break the chain of documentation that the carrier requires to settle the contents claim. The deciding factors are the material's porosity, the degree of contamination contact, whether decontamination can be verified, sentimental and replacement considerations, and your facility's capacity. This matrix is about protecting people while preserving what can legitimately be saved.
The options
- Pack-out: inventory, photograph, pack, and transport contents to a dedicated cleaning and storage facility where they are decontaminated under controlled conditions, then stored until the structure is habitable. Used when on-site decontamination is not feasible, the structure is unsafe or under heavy demolition, or specialized cleaning (ultrasonic, ozone, controlled drying) is required.
- Clean-in-place: decontaminate restorable, non-porous or semi-porous items on site, typically hard goods that contacted contaminated water but can be cleaned, treated with an EPA-registered antimicrobial, and verified. Used when the structure remains workable and the item volume is manageable.
- Dispose: document with inventory and photographs, then discard porous or heavily contaminated items that cannot be decontaminated to a safe standard or whose restoration cost exceeds replacement. Required for porous contents in gross contamination.
When pack-out wins
Pack-out wins when the structure cannot host safe cleaning: active gut demolition, no power or climate control, an unsafe environment, or contents volume that overwhelms on-site staging. It also wins when restoration requires equipment or processes that only a facility provides (ultrasonic baths for hardware and fixtures, controlled chambers for documents and electronics, specialized textile cleaning). Pack-out protects salvageable items from secondary damage during the structural work and gives you a controlled environment to verify decontamination before anything returns to the occupant. The cost is the logistics and the documentation burden: every item is inventoried, photographed, and tracked through cleaning and storage so the contents claim is auditable.
When clean-in-place wins
Clean-in-place wins for restorable hard goods when the structure remains workable and the item count is reasonable. Non-porous items (sealed furniture, glass, metal, hard plastics, finished wood that contacted but did not absorb contaminated water) can be cleaned, treated, and verified on site faster and cheaper than a pack-out cycle. The conditions are that the item is non-porous or semi-porous, the contamination is surface-level rather than absorbed, you can apply and verify antimicrobial treatment, and the working environment is safe enough for on-site processing. If an item passes those tests, on-site cleaning avoids the transport, storage, and re-delivery overhead.
When dispose wins
Dispose wins, and is mandatory, for porous contents that have absorbed Category 3 water: upholstered furniture, mattresses, pillows, contaminated textiles, particleboard furniture that wicked black water, and food or cosmetics. These cannot be decontaminated to a safe standard and are discarded regardless of value, with thorough inventory and photographic documentation so the customer is compensated. Dispose also wins when restoration cost exceeds replacement for any item, or when decontamination cannot be verified. The non-negotiable rule: when an item that contacts skin or food has absorbed black water and cannot be verified clean, it is discarded, not gambled on.

- Is the item porous and has it absorbed Category 3 water (upholstery, mattresses, textiles, particleboard, food)? Yes: dispose with full documentation. No: continue.
- Can the item be decontaminated and verified clean to a safe standard? No: dispose. Yes: continue.
- Does decontamination require facility equipment, or is the structure unsafe or under heavy demolition? Yes: pack-out. No: continue.
- Is the item non-porous or semi-porous, restorable on site, with a workable safe environment? Yes: clean-in-place. No: pack-out.
- Document every item in every path with inventory and photographs before it is cleaned, moved, or discarded.
Category 3 water is grossly contaminated and may contain sewage, pathogens, and toxins. Workers must use full PPE including respiratory protection, fluid-resistant suits, gloves, and eye protection per S500 Section 8. Porous contents that absorbed Category 3 water are not restorable and must be discarded; never return unverified items to occupants. Bag and label contaminated waste per local biohazard disposal rules.
