HEPA Vs AFD Vs Containment For Contamination Control Decision Matrix
Why this matters
Contamination control on a water loss uses three tools that people conflate but that do different jobs: a HEPA air scrubber filters particulate from the air, an air filtration device run in negative-pressure mode (AFD with exhaust to outside) keeps contaminated air from migrating into clean space, and physical containment (poly barriers, sealed openings) defines the boundary that the other two work across. Choosing or combining them wrong is a real liability: scrubbing inside an uncontained room does nothing to stop cross-contamination through an open doorway, and containment without negative pressure can still leak particulate every time the barrier is breached. The category of water and the presence of microbial amplification set how aggressive the control must be, and S500 and S520 draw the lines.
The key distinction people miss is between cleaning air and controlling air movement. A HEPA scrubber in recirculation mode cleans the air inside a space but does nothing about where that air goes; an AFD in exhaust mode controls direction by pulling air out of the space and pushing the room into negative pressure so every gap leaks inward instead of outward. Those are complementary, not interchangeable. The third tool, containment, is the precondition for both: negative pressure cannot exist without a sealed boundary, and an air scrubber cannot protect clean space if contaminated air can simply walk out an open door. The aggressiveness of the whole assembly scales with risk, which is set by water category and whether microbial growth has begun, because a Category 1 nuisance and a Category 3 sewage demolition demand very different controls.
The options
- HEPA air scrubber (recirculating): pulls room air through a HEPA filter and returns it, reducing airborne particulate within the contained space. Cleans air; does not by itself control pressure.
- AFD in negative-pressure (exhaust) mode: a HEPA-filtered device exhausting outside the contained area to establish negative pressure, drawing air inward at every opening so contaminated air cannot escape into clean space.
- Physical containment: sealed poly barriers, zipper doors, and sealed penetrations that create the chamber boundary the air-handling devices act across.
When HEPA recirculation alone is enough
- Category 1 (clean water) losses where the concern is comfort and nuisance dust, not pathogen or microbial migration.
- Final particulate cleanup after remediation, to drop airborne counts before clearance, inside an already-contained or low-risk space.
- Supplemental air cleaning within a containment that is already under negative pressure from an AFD.
When AFD negative pressure is required
- Category 3 (blackwater) and confirmed or suspected microbial amplification, where contaminated air must not migrate into occupied or clean areas.
- Any demolition or aggressive disturbance of contaminated or microbially affected materials that aerosolizes spores or particulate.
- Whenever S520 condition 2 or 3 microbial work is performed: negative pressure plus HEPA filtration is the control, not optional.
When physical containment is the deciding factor
- Always, when either of the above runs: the air devices only work across a sealed boundary. Negative pressure cannot be established without intact containment.
- To separate a contaminated work area from occupied space in an occupied building, regardless of which air device is used.
- To protect HVAC and adjacent rooms by sealing returns, supplies, and penetrations before any disturbance.
Sizing for air changes
Air-handling devices are sized by air changes per hour, which is the device's airflow in cubic feet per minute set against the room volume. Compute the chamber volume (length by width by height), then select devices whose combined rated CFM delivers the target ACH for the work. Particulate control during disturbance of microbially affected material calls for a high air-change rate so airborne spores are captured faster than they accumulate, and the AFD's exhaust establishes the negative pressure at the same time. Account for filter loading: a HEPA unit's delivered CFM drops as the pre-filters and main filter clog, so monitor pressure drop and change filters before the device falls below its target airflow. Place the scrubber intake near the work and the exhaust low and away so the chamber air sweeps across the contamination toward the filter.
Field decision flow
- Determine category and microbial condition first. Category 1, no microbial concern: HEPA recirculation as needed, light containment.
- Category 3 or microbial condition 2 or 3: build sealed containment, run an AFD in negative-pressure exhaust mode, and add HEPA recirculation inside for air cleaning.
- Verify negative pressure with a manometer or by the inward draw at the entry; a containment that is not under negative pressure is leaking.
- Size the AFD to the room volume for the target air changes per hour; microbial remediation typically targets a high ACH rate for the chamber size.
- Maintain containment and negative pressure throughout demolition and cleaning, releasing only after post-remediation verification.
Category 3 (blackwater) and active microbial amplification require respiratory protection and full PPE, sealed containment, and an AFD in negative-pressure (exhaust) mode before any material is disturbed. Recirculating a HEPA scrubber in an uncontained or positive-pressure space spreads contaminated particulate into clean areas. Follow OSHA respiratory-protection requirements and IICRC S520 condition-based controls; do not begin aggressive removal until containment and negative pressure are verified.
