Roads and Access Are Blocked Post-Disaster: Decision Tree

Why this matters

After a regional storm, flood, or other disaster, the roads themselves become part of the job. Downed lines, debris, washed-out sections, and closures can turn a normal fifteen-minute drive into an unreachable property, or worse, into a hazard that injures a technician who tries to push through anyway. Getting a crew there matters, but not more than getting them there safely. This tree covers how to route around a damaged region without either stranding your crew in a dangerous spot or promising customers an arrival you cannot deliver.

Start here: never treat a blocked or damaged road as a routing inconvenience to push through

Before anything about scheduling or customer communication, settle the safety question first. A downed power line across a road, a road that has partially washed out, or debris hiding structural damage underneath are hazards, not detours to route around by driving carefully.

  • A downed line anywhere near the route is always treated as energized, whether it looks dead or not. Do not drive over it, near it, or send a tech on foot past it. Report it and route around, full stop.
  • A road with visible flood damage, even if it looks passable, may have washed-out subgrade the surface is hiding. Do not attempt to cross; find another route or turn back.
  • Heavy debris blocking a road is a signal to reroute, not to clear yourself unless your team is specifically equipped and trained for it. A tech is not a debris-removal crew.

If a technician is already en route and encounters any of this, the instruction is simple: stop, do not attempt to push through, and report the obstruction back to dispatch immediately.

Step 1: check official road and closure information before dispatching

Once safety is settled, confirm what is actually open. Local emergency management, transportation departments, and utility outage maps typically publish closures during a declared event. Check these before sending a crew, not after they report back that a road is impassable.

Step 2: if the primary route is blocked, look for a viable alternate

  • If an alternate route exists and adds a modest amount of drive time, use it and adjust the schedule for that job and everything scheduled after it.
  • If the only alternate route adds a large amount of drive time, weigh whether this specific job is urgent enough to justify it today, or whether it is better rescheduled once primary access clears.
  • If no alternate route exists at all, the property is temporarily unreachable. Move to Step 3.

Step 3: if a property is genuinely unreachable, communicate that clearly and reprioritize

  • Tell the customer plainly that access is currently blocked, not that you are simply running behind. This is a different message and they deserve the accurate one.
  • Give a realistic window tied to when access is expected to clear, if that information is available, rather than a specific time you cannot actually control.
  • Use the freed-up time slot for a reachable job instead of holding it open for a property you cannot currently get to.

Step 4: adjust the whole day's route order around the damage, not just one job

A single blocked road can affect the sequencing of an entire day's stops if several jobs sit past the obstruction. Re-sequence the day so reachable jobs near the crew's current position get served first, rather than working strictly through the original booking order and hitting the blockage partway through the day.

Step 5: keep the crew updated in both directions

  • Dispatch should proactively push known closures to techs before they head out, not wait for a tech to discover a blockage on arrival.
  • Techs should report new obstructions back to dispatch immediately so the information helps route the next job too, not just their own.
