Locate the Utilities and Shutoffs First
Why this matters
Before you scope a job, you should know where the off switches are. Where is the main shutoff for whatever you are working on, can you actually reach it, and does it work? On a planned job this is good practice. On an emergency it is the first thing you do. A shutoff you cannot find or cannot turn quickly is the difference between a clean job and a flooded basement, a tripped panel, or a gas smell you cannot stop.
Why this comes before the scope, not during
Finding the shutoffs is part of scoping, not a step you handle once work starts. Two reasons. First, safety: if the job goes wrong, you need to kill the supply now, not spend five minutes hunting for the valve while the problem gets worse. Second, scope: a shutoff that is buried, painted shut, broken, or missing is itself a problem you may have to quote. You cannot price the job honestly until you know whether you can isolate the system you are about to open.
What to locate before you commit to a price
Walk the site and confirm you can find and operate every control you might need:
- The main shutoff for the system you are servicing (the way to stop the supply to the whole building or area).
- The local shutoff closest to the actual work, so you can isolate just your section instead of killing the whole building.
- The disconnect or breaker if the work touches anything energized.
- The cleanout, access panel, or service point you will need to get in and out.
Lay a hand on each one. Knowing where it is on a label or a plan is not the same as confirming it turns.
Find it, then test that it actually works
A shutoff that exists but does not work is worse than no shutoff, because it gives false confidence. When you locate the control, verify it:
- Can you reach it? Or is it behind a stack of boxes, under a cabinet, or above your reach without a ladder?
- Will it move? Valves seize. Handles paint over. Breakers fail. A control that has not been touched in years may not budge, or may break when you force it.
- Does it fully stop the supply? A partially closed valve or a worn shutoff that only slows the flow is not isolation.
If a shutoff is seized or broken, that is now part of the conversation with the customer. You may not be able to do the work safely until it is replaced, and that changes the scope and the price.
The "what if this fails right now" question
Stand at the work and ask: if this lets go while I am working on it, what is my fastest path to stop it? Trace that path before you start. If the answer is "run upstairs, find the main, hope it turns," you are not ready. If the answer is "reach over and close the local valve I already tested," you are. The reachable, tested shutoff is the one that saves the job when something goes sideways.
Buried lines and what is behind the surface
Locating utilities is not only about valves and switches. It is also about what runs through the walls, under the floor, and below the ground where you are about to cut, drill, or dig.

For any work that disturbs the ground, the established practice is to have buried lines marked before you break earth. Hitting a buried line is dangerous, expensive, and entirely preventable by making the call first. Build that into your scope on any dig.
How this shows up in the quote
The shutoff and utility check changes your number in two ways. It can shrink the job, because confirming clean isolation means you can quote with confidence and no padding for the unknown. Or it can grow the job, because a seized valve, a missing disconnect, or an unmarked dig path is real added work the customer needs to see and approve.
Either way, document what you found. "Local shutoff present and operational" or "main valve seized, replacement required before service" both belong in your notes and on the quote. The customer should never learn about a broken shutoff for the first time when the water will not stop.
