HazCom - Secondary Container Labeling Protocol

Why this matters

Decanting a chemical from the original manufacturer container into a smaller workplace bottle is a daily reality in field service. The drain cleaner gets transferred from the gallon jug into a quart sprayer, the solvent goes from the drum into a parts-washing dish, the coil cleaner moves from the bulk container into the truck-mounted pressure can. Every one of those acts triggers the workplace container labeling requirements at 29 CFR 1910.1200(f)(6). The unmarked spray bottle in the back of the truck is the single most common HazCom citation OSHA issues. This SOP defines what a compliant workplace label contains, the narrow exception that does not apply to field service, and the workflow that gets the label on every container before it leaves the loading dock.

What the standard requires

29 CFR 1910.1200(f)(6) gives the employer two options for labeling workplace containers. The label can either reproduce the elements of the manufacturer container label - product identifier, signal word, hazard statements, pictograms, precautionary statements, supplier identification - or it can use a workplace alternative that includes the product identifier and either words, pictures, symbols, or a combination that, in conjunction with other employee information and training, provides specific information regarding the hazards.

In practice the safer compliance posture is the first option: reproduce the GHS-style label. The alternative is acceptable but invites inspector skepticism about whether the workforce training actually provides the missing hazard information.

The narrow stationary-process exception

29 CFR 1910.1200(f)(8) exempts certain stationary process containers from individual labeling when signs, placards, batch tickets, or other written materials are used. This covers fixed equipment like a solvent dip tank, not field service spray bottles or truck-mounted tanks. If the container moves, individual labeling applies.

The other exception (portable container, single employee, single shift) has tightened in OSHA's interpretation. The safe practice in field service is to label every workplace container. The exception is a defense, not a compliance plan.

Required label elements

A compliant GHS-style workplace label has six elements.

  1. Product identifier. The chemical name as on the SDS and original container.
  2. Signal word - "Danger" or "Warning" per GHS hazard category. Never both, never a custom word.
  3. Hazard pictograms - red-bordered diamonds defined in 29 CFR 1910.1200 Appendix C. Color when feasible.
  4. Hazard statements - phrases from Appendix C (H314 "Causes severe skin burns and eye damage", H225 "Highly flammable liquid and vapor", H330 "Fatal if inhaled").
  5. Precautionary statements - P-statements from Appendix C covering prevention, response, storage, disposal.
  6. Supplier identification - name, address, telephone. May be omitted on workplace alternative labels if employees have access to the original container or SDS.

The workflow

Standardize labeling at the loading dock, before chemicals enter the field.

  1. Receive bulk chemical with SDS attached.
  2. Pre-print workplace labels in bulk - one design per chemical, weatherproof adhesive stock, stored in a labeled bin near the decanting station.
  3. Apply label to empty container before filling. Post-fill labeling is when spills happen.
  4. Decant, cap, inspect label.
  5. Log decanting if the company keeps a hazardous-substance inventory.

Field decanting (rare) uses pre-printed labels the tech carries for products in use. No tech decants into an unlabeled bottle.

Label durability requirements

  • Adhesive must hold under wet, oily, and solvent-splash conditions.
  • Printing must be solvent-resistant. Inkjet on plain paper does not survive a coil-cleaner overspray.
  • Substrate must be tear-resistant - polyester or vinyl, not paper.
  • Pictograms must reproduce in color or include clearly legible black-and-white versions with borderlines.
  • Replacement labels available to the tech in the truck.

Special cases

Mixed-use containers

One sprayer per chemical, dedicated. Swapping chemicals in a single sprayer without changing the label is non-compliant. If mixed use is operationally required, re-label for each chemical or use a multi-chemical label with a current-contents indicator. Dedicated containers is simpler.

Diluted concentrates

A diluted concentrate is a different mixture from the SDS perspective and often has a lower hazard category. The workplace label should reflect the diluted state, not the concentrate state. Manufacturer SDSs usually include diluted-use guidance.

Multilingual workforce

Where the workforce includes non-English-speaking employees, the label must communicate hazard information in a manner those employees understand. Pictograms are language-independent. Bilingual labels are the safer practice.

The most-cited HazCom violation in field service is the unmarked spray bottle - typically a clear or amber bottle containing a degreaser, acid drain product, or solvent, with no label or only a faded handwritten note. This single failure is documented on virtually every OSHA inspection of a service fleet. Standardize the labeling workflow at the loading dock. The fix is operational, not technical.

Training

29 CFR 1910.1200(h) requires training on the workplace label system covering: how to read GHS labels (signal word, pictograms, hazard statements, precautionary statements); pictogram meanings (flame, exclamation mark, health hazard silhouette, corrosion, skull and crossbones, gas cylinder, exploding bomb, environment, flame over circle); where to find the SDS; what to do with unlabeled or illegible containers (do not use, return to shop, relabel before redeployment). Document at hire and whenever a new chemical hazard is introduced.

Inspection-readiness

Five checks before any inspection.

  1. Every container has a label.
  2. Every label is legible.
  3. Every label includes product identifier, signal word, pictogram, hazard statement.
  4. Every chemical has a corresponding SDS in the binder or app.
  5. Tech can demonstrate where to find any SDS.
