HazCom + SDS (Chemical Right-to-Know)

Why this matters

OSHA's Hazard Communication Standard (29 CFR 1910.1200) - "HazCom" or "Right-to-Know" - requires every employer whose employees handle chemicals to maintain a written program, label containers, provide Safety Data Sheets (SDS), + train workers. Field service trades handle MANY chemicals: solvents, cleaners, refrigerants, fuels, pesticides, paints, adhesives. HazCom is the most-frequently cited OSHA standard year after year - easy to overlook, easy to comply with, easy to fail.

The four pillars

OSHA's HazCom standard requires:

  1. Written HazCom program - the employer's documented policy
  2. Container labeling - every chemical container with hazard ID + manufacturer + protective information
  3. SDS access - Safety Data Sheets accessible to every employee for every chemical they use
  4. Employee training - initial + refresher on hazards, controls, emergency procedures

Missing any pillar = OSHA citation.

The 16-section SDS (GHS-aligned)

Safety Data Sheets follow the Globally Harmonized System (GHS) format - 16 standardized sections that EVERY SDS includes:

  1. Identification - product name, manufacturer, contact
  2. Hazard identification - pictograms, signal words, hazard statements
  3. Composition / ingredients - chemical names + CAS numbers + percentages
  4. First aid measures - what to do if exposed
  5. Firefighting measures - extinguishing media, special hazards
  6. Accidental release measures - spill response
  7. Handling + storage - safe practices
  8. Exposure controls / PPE - required PPE + ventilation
  9. Physical + chemical properties - flash point, vapor pressure, pH
  10. Stability + reactivity - what NOT to mix it with
  11. Toxicological information - health effects
  12. Ecological information - environmental impact
  13. Disposal considerations - how to dispose properly
  14. Transportation information - DOT shipping info
  15. Regulatory information - federal + state compliance
  16. Other information - date of preparation, references

Sections 1, 2, 3, 4, 7, 8 are the most frequently consulted by techs in the field. Sections 9 - 11 + 14 - 16 are required but rarely consulted day-to-day.

GHS hazard pictograms

Eight pictograms identify hazard classes - every chemical label + SDS shows applicable ones:

  • Health hazard (silhouette with starburst) - carcinogen, mutagen, reproductive toxin, respiratory sensitizer
  • Flame - flammable, pyrophoric, self-heating
  • Exclamation mark - irritant, narcotic, sensitizer (less severe than health hazard)
  • Gas cylinder - gas under pressure
  • Corrosion (hand + surface burning) - corrosive to skin / eye / metal
  • Exploding bomb - explosive, self-reactive, organic peroxide
  • Flame over circle - oxidizer
  • Environment (dead fish + tree) - aquatic toxicity
  • Skull + crossbones - acute toxicity (lethal)

Train techs to recognize all 8 pictograms.

Signal words

Either "Danger" (most severe hazards) OR "Warning" (less severe) - one or the other, never both.

Where SDS lives (employer + field access)

OSHA requires "readily accessible" - usually means BOTH:

  • Master file at the office (binder, electronic database, OR online subscription)
  • Field access via tech's phone (electronic SDS subscription like 3E, MSDSonline, Chemwatch, FREE Pubchem)

Customer's premises: if a chemical is stored on customer's premises during work, the SDS must be available on-site OR within reasonable retrieval time.

Container labeling

Every chemical container at the workplace must have:

  • Product identifier
  • Hazard pictogram(s)
  • Signal word
  • Hazard statement(s)
  • Precautionary statement(s)
  • Manufacturer name + emergency contact

Manufacturer-supplied containers come labeled. SECONDARY containers (the tech's spray bottle) must ALSO be labeled if used for more than the immediate task. Many techs decant chemistry into spray bottles + skip labeling - common OSHA citation.

Training requirements

Initial training when:

  • Employee assigned to handle hazardous chemicals
  • New chemical introduced
  • Refresher at intervals (typically annual; some programs longer)

Training topics:

  • Identification of HazCom standard + program
  • Recognition of hazardous chemicals + hazards
  • Hazard communication system (labels, SDS, pictograms)
  • Specific procedures for each chemical
  • Specific PPE + first-aid
  • Emergency procedures
  • How to read an SDS

Document each training event: date, attendees, content, trainer. OSHA inspectors check.

Hazardous waste consideration

Many service-trade chemicals are also hazardous waste when discarded. Federal RCRA + state hazardous waste regulations apply:

  • Used oil + filter
  • Used solvent + paint
  • Recovered refrigerant
  • Pesticide concentrate / partial drums
  • Battery acid + lead-acid batteries
  • Mercury thermostats (legacy)

Disposal through approved hauler + manifest documentation.

State-specific additions

  • California Proposition 65 - additional labeling for substances known to cause cancer or birth defects
  • State right-to-know laws (varies)
  • State pesticide applicator licensing
