Backfeed and Phantom Voltage Decision Tree
Why this matters
Two things make a meter lie about whether a circuit is safe. Phantom voltage is a real reading that cannot do any work, and chasing it wastes hours. Backfeed is a real, dangerous voltage arriving from a path you did not expect, and missing it can kill you. Both show up when you think a circuit is dead but the meter says otherwise. Telling them apart is a safety skill, not a convenience: one is a nuisance, the other can energize a circuit you are about to grab.
Safety: treat every unexpected voltage as real and dangerous until you have proven it is not. Verify your meter on a known live source first. Use proper PPE. Do not touch a "dead" conductor that reads voltage until you understand why.
Start here: never trust a "dead" circuit that reads voltage
You opened the disconnect, you expected zero, and the meter shows voltage. Stop. Do not assume phantom voltage and reach in. The first question is not "is this phantom" - it is "could this be backfeed," because backfeed can hurt you and phantom voltage cannot. Rule out the dangerous one first.
Step 1: Re-read with a load on the meter
This single test separates the two cases.
- High-impedance meters read tiny induced voltages from capacitive coupling - a nearby live wire couples voltage onto a dead one running beside it. That is phantom voltage. It has almost no current behind it.
- Apply a load to the reading. Use a low-impedance meter setting, a solenoid-style (wiggy) tester, or a meter with a low-impedance "LoZ" mode.
- If the voltage collapses to near zero under that small load: it was phantom voltage. There is no real source feeding it. The circuit is genuinely de-energized; the reading was induced. (Confirm with Step 3 before you fully trust it.)
- If the voltage holds under load: this is real voltage with current behind it. Do not touch anything. Go to Step 2 - you likely have backfeed.
Step 2: Hunt the backfeed source
Real voltage on a circuit you de-energized means power is arriving from somewhere you did not isolate. Find it before you do anything else.
- A second feed. The circuit is supplied from more than one breaker or disconnect, and you only opened one. Look for an alternate source, a transfer arrangement, or a multiwire branch sharing a neutral.
- A backfeed through a load. Some devices and control wiring can feed voltage back through a load, a transformer, or a coil from the other side. A control transformer energized from its secondary side can put voltage on the "dead" primary.
- A switched-neutral or shared-neutral situation. Current and voltage can appear on a neutral shared with another live circuit.
- An external source. Backup power, an inverter, a generator connection, or stored energy in a capacitor that has not bled down.
Trace until you find and isolate every source. The circuit is not safe until voltage stays at zero under load with all feeds you can find opened.
Step 3: Confirm dead before you work
Whether you concluded phantom or you cleared a backfeed, prove the circuit is dead the right way.
- Test before, on, and after. Prove your tester on a known live source, test the dead circuit, then prove your tester live again. A tester that died mid-check could have falsely told you a live circuit was dead.
- Read under load (LoZ). A LoZ reading of zero is far more trustworthy than a high-impedance zero, because it would have collapsed any phantom and revealed any weak real source.
- Check every conductor to every reference - hot to neutral, hot to ground, neutral to ground - not just one pair. Backfeed can sit on the conductor you did not check.
- When in doubt, apply lockout/tagout and a grounding/bonding step per the equipment and your safety program before contact.
Step 4: Decide and document
- Phantom voltage confirmed: note it so the next tech is not fooled, and move on. There is nothing to repair; the coupling is normal on long parallel runs.
- Backfeed confirmed: this is a real condition to correct or control. Identify the source, isolate it, and if it is a wiring or labeling defect (an unmarked second feed, an improper shared neutral), flag it for correction. An unexpected backfeed is a hazard for the next person, too.
The ordered path
- Unexpected voltage on a "dead" circuit -> assume dangerous, do not touch.
- Re-read under load. Collapses -> phantom. Holds -> real, suspect backfeed.
- If real, trace and isolate every feed (second breaker, transformer, shared neutral, backup source).
- Prove dead with a LoZ reading, test-before-and-after, all conductor pairs.
- Phantom: document and proceed. Backfeed: isolate, correct, flag.
The rule that keeps you alive: a reading that holds under load is real until proven otherwise, and a circuit is only dead when it reads dead under load with every source you can find opened.
