Donate vs Scrap vs Dump: Mixed-Load Routing Decision Matrix
Why this matters
A single residential or office cleanout produces a mixed load: usable furniture, scrap metal, e-waste, recyclables, regulated items, and genuine trash, all stacked together. Sending the whole truck to the landfill is the fastest move and the worst one. It maximizes tip fees, wastes recoverable scrap value, forfeits donation receipts the customer may want, and inflates your reported landfill diversion rate in exactly the wrong direction. Routing the load correctly means sorting it at the point of pickup (or at a transfer/sort yard) into streams that each go to their cheapest and most appropriate destination. This matrix defines the streams, the rules for assigning an item to one, and the order of operations so the crew sorts once and routes cleanly.
The options
Every item in a mixed load lands in one of these streams.
- Donate. Reusable goods in sellable/usable condition: intact furniture, working housewares, clothing, undamaged building materials. Goes to a charity or reuse outlet that issues a donation receipt.
- Scrap. Ferrous and non-ferrous metal: appliances (after refrigerant recovery where applicable), metal furniture, copper, aluminum, brass, steel. Goes to a metal recycler, often for value rather than a fee.
- Recycle (non-metal). Electronics (e-waste), mattresses where a recycling program exists, tires, cardboard, certain plastics. Goes to category-specific recyclers, some of which charge and some of which are mandated diversion streams.
- Special handling / regulated. Refrigerant appliances, paint and chemicals, batteries, fluorescent/CFL lamps, suspect asbestos, biohazard. These leave the general routing entirely and follow their own legal disposal path. Many of these you may not be permitted to take at all.
- Dump (landfill). True residual trash with no reuse, scrap, or recycling outlet: contaminated, broken, non-recyclable material. The destination of last resort, sized as small as possible.
When each applies
Assign each item by working a short test in priority order. The first stream it qualifies for wins, with the regulated screen overriding everything.
- Regulated screen first. Is the item a regulated/special-handling material (refrigerant unit, hazardous chemical, battery, lamp, suspect asbestos, biohazard)? If yes, it leaves the matrix and goes to its legal path regardless of condition. Never donate, scrap, or landfill a regulated item to save a step.
- Donate test. Is it reusable and in condition a reuse outlet will accept (functional, clean, structurally sound, complete)? If yes, donate. Reuse is the highest-value, lowest-fee outcome and supports the customer's receipt.
- Scrap test. If not donatable, is it predominantly metal with recoverable value? If yes, scrap. This recovers value and avoids tip fees.
- Recycle test. If not metal, does a category recycler exist for it (e-waste, mattress, tire, cardboard, accepted plastics)? If yes, route to that recycler. In some jurisdictions this is mandatory, not optional.
- Dump last. Only if it fails the regulated, donate, scrap, and recycle screens does it go to the landfill.
Condition is the swing factor between donate and scrap/dump. A working dresser donates; the same dresser water-damaged and moldy goes to scrap (if metal) or dump (if not). When in doubt about acceptance, the receiving donation outlet's intake standards decide, not the crew's optimism.
Two material rules ride on top of the condition test. First, contamination disqualifies reuse and often recycling: mold, pest infestation (especially bed bugs), heavy soiling, or chemical staining pushes an otherwise-donatable item down to dump, and may require quarantine handling so the contamination does not spread to the rest of the load or the truck. Second, completeness matters for both donate and scrap: a recliner missing its mechanism, an appliance missing its cord, or a sofa with a structural break may fail donation intake even when it looks usable, and electronics stripped of boards lose much of their scrap value.
Mattresses, tires, and electronics deserve a standing note because they are the items crews most often misroute. Mattresses are landfill-banned or fee-heavy in many jurisdictions and have dedicated recycling programs in some states; route them to the program where one exists rather than defaulting to the transfer station. Tires are almost universally banned from landfill and follow a scrap-tire path. Electronics are e-waste, a regulated diversion stream in most states, and must not be landfilled even when broken.
Field decision flow
Stage before you load. On larger jobs, sort at the source into rough piles (donate, metal, recycle, regulated, trash) so the truck is packed by destination, not jumbled.
Run the regulated screen on every questionable item. Pull anything regulated out of the load immediately and tag it for its legal path. This is a safety and compliance gate, not a sorting preference.
Apply the donate test to the remaining usable goods. Photograph and list donated items if the customer wants a receipt; confirm the donation outlet accepts the category and condition before promising it.
Apply the scrap test to remaining metal. Keep ferrous and non-ferrous reasonably separated if your scrap yard pays by type; recover refrigerant from appliances before they go to the metal yard.
Apply the recycle test to remaining non-metal recyclables. Route e-waste, mattresses, tires, and accepted materials to their programs; note any that are mandatory diversion in your area.
Landfill the residual. What is left after the four screens is true trash; minimize its volume and weight, since tip fees scale with both.
Plan the route by destination, not by stop. Sequence drop-offs (donation outlet, scrap yard, recycler, transfer station) to minimize miles and match facility hours; some donation and recycling sites have narrow intake windows.
Document the split. Record approximate weight/volume per stream for the customer's diversion reporting and for your own diversion-rate tracking. Commercial and municipal customers increasingly require this.
