Customer Reports Fridge Still Cold: Refrigerant Recovery vs Haul Translation Decision Tree

Why this matters

"It still runs cold, you can just take it." That sentence is a compliance trap. A refrigerator, freezer, window AC, or dehumidifier that still cools almost certainly holds a charge of refrigerant, and federal law prohibits venting that refrigerant to atmosphere. You cannot simply crush it, cut the lines, or dump it. Before that appliance becomes a standard scrap-metal haul, a properly certified technician must recover the refrigerant and the appliance must be tagged as evacuated.

The customer's report of "still cold" is the single most reliable field cue that recovery is required. This tree translates that report and the appliance's physical condition into the correct routing: recover first, or haul as-is.

Symptom presentation

Cues that an appliance still holds refrigerant:

  • Customer says it runs, cools, or was unplugged only recently.
  • Compressor and copper/aluminum lines are intact and uncut.
  • No evacuation/recovery tag or certificate is attached.
  • The unit is a sealed system type: refrigerator, freezer, chest freezer, window/through-wall AC, dehumidifier, water cooler, wine fridge.

Cues that recovery may already be done:

  • A signed recovery tag or sticker is affixed.
  • Lines are professionally capped or the system carries documentation from a prior tech.

Quick checks

For each cooling appliance:

  1. Does it have a sealed refrigeration system (compressor + coils)? If no, it is not a refrigerant appliance.
  2. Is there a valid recovery/evacuation tag signed by a certified handler?
  3. Are the lines intact (not previously cut or vented)?
  4. Did the customer indicate it still cools or ran recently?

Isolation tree

  • Is this a sealed-system cooling appliance (fridge, freezer, AC, dehumidifier, water cooler)?
    • No -> standard appliance/metal haul. Route to scrap.
    • Yes -> continue.
  • Is a valid, signed refrigerant-recovery tag present?
    • Yes -> recovery is already documented. The appliance is now a standard metal haul; load and route to scrap/recycling. Keep the tag with the unit.
    • No -> continue.
  • Customer reports it still cools / ran recently, OR lines are intact and uncut?
    • Yes (either) -> RECOVERY REQUIRED. Do not crush, tip to drain, or cut lines. Set the unit aside intact and upright for an EPA Section 608 certified technician to recover the refrigerant and tag it before disposal.
    • No, lines are already cut and the customer confirms a prior tech evacuated it but the tag is missing -> treat as undocumented. Default to recovery/verification; an untagged, allegedly-evacuated unit is a liability without proof.
  • After recovery and tagging -> standard metal haul.

The translation rule: "still cold" or "still runs" plus intact lines plus no tag equals a charged system that must be recovered. Absence of a tag, not the customer's say-so, governs.

Why the customer's report is the cue, not the clearance

Customers tell crews "it still works" to reassure them the appliance is good, not realizing that running cold is exactly what proves a charge is present. Two translation errors to avoid:

  • Treating "I unplugged it last week" as evacuated. Unplugging stops the cooling cycle; it does not remove refrigerant. A unit off for a week still holds its full charge.
  • Treating "a guy already drained it" as a tag. Verbal claims of prior recovery are common and unverifiable. Without a signed evacuation tag, the unit is undocumented and must be handled as charged. Trusting the claim and crushing the unit puts the venting violation on the operator who disposed of it, not the absent "guy."

The presence of a charge is also why transport posture matters: a charged sealed system laid flat or stacked under heavy items can stress the lines, and a ruptured line vents refrigerant just as surely as a deliberate cut.

Mixed appliance loads

A single cleanout can mix charged and non-charged appliances: a working freezer (charged), a microwave (standard e-waste/metal), and a previously-evacuated fridge with a tag (standard metal). Sort them at the curb so the charged unit never enters the crush/compaction path with the rest. The recovery decision is per-unit, driven by the tag-and-lines check, not per-job.

Confirming diagnosis

Recovery is correctly required when:

  • The appliance is a sealed-system cooler with intact lines and no valid recovery tag.
  • Nothing was crushed, drained by tipping, or cut prior to certified recovery.
  • The unit is staged upright and intact, oil and refrigerant retained in the system, until the certified tech processes it.

It is correctly a standard haul only when a signed recovery tag accompanies the unit or the appliance has no refrigeration system at all.

Field action

  1. Identify the unit type and look for a recovery tag before touching the lines.
  2. If untagged and likely charged, do not load for crushing or vent-prone transport. Stage it upright and intact in a hold area; lay-flat transport can stress or rupture lines.
  3. Arrange EPA Section 608 certified recovery: either an in-house certified technician or a recovery partner. The refrigerant is recovered into approved equipment, never released.
  4. Tag the unit as evacuated and retain the documentation; the scrap or recycling facility may require proof of recovery before acceptance.
  5. Record in the job record: appliance type, charged/recovered status, who recovered, and where the unit routed.
  6. Note that refrigerant oil and certain older refrigerants carry their own handling rules; keep them in the sealed system until the certified tech processes them.

Knowingly venting refrigerant from any appliance to the atmosphere is prohibited under EPA Clean Air Act Section 608 (40 CFR Part 82 Subpart F). Recovery must be performed by a properly certified technician using approved equipment before the appliance is crushed, scrapped, or otherwise disposed. Do not cut lines, puncture the compressor, or tip the unit to drain. "The customer said it was already done" is not documentation; require a signed recovery tag.
