Clorox Healthcare Bleach Germicidal Cleaner Dilution and Use

Why this matters

Clorox Healthcare Bleach Germicidal Cleaner is one of the few EPA-registered hospital disinfectants with a one-minute contact time against MRSA and a three-minute contact time against C. difficile spores, and it appears on EPA List K (registered antimicrobial products effective against C. diff). Getting the dilution wrong in either direction has real consequences: too weak and the kill claim is void, exposing your client to a healthcare-associated infection liability; too strong and the product damages flooring finishes, oxidizes stainless steel, off-gases above the OSHA permissible exposure limit, and triggers respiratory complaints from staff that show up as a contract-cancellation letter. This article walks the ready-to-use (RTU) and concentrate product variants, the only two correct dilution paths, the OSHA HAZCOM signage required at the dilution station, and the documentation that auditors expect at every Joint Commission environment-of-care round.

Product variants and what they actually are

Clorox Healthcare sells the germicidal bleach under several SKUs. Read the label, not the marketing sheet.

  • Clorox Healthcare Bleach Germicidal Cleaner, RTU (EPA Reg. No. 67619-12). Comes in 32-ounce spray bottles and 1-gallon jugs. Already diluted to roughly 0.55 percent sodium hypochlorite (about 5,500 ppm available chlorine). Do not further dilute. Use as-is on pre-cleaned surfaces.
  • Clorox Germicidal Bleach, concentrate (EPA Reg. No. 67619-32). Sold as a 121-ounce jug. Higher hypochlorite concentration. Requires dilution before use. Two dilution targets per label: 1:48 for general disinfection and 1:9 for C. diff. Always read the in-effect label - EPA registration data updates and supersedes prior label printings.

A common shop mistake: pouring concentrate into a "ready to use" labeled spray bottle. The resulting solution is roughly five times the intended strength, scorches floor finishes, and exceeds the 1 ppm ceiling for chlorine exposure under Cal/OSHA Title 8 well within a single workday.

The two dilutions you actually use

Tape this to the dilution station. Both values are off the current Clorox Healthcare Bleach Germicidal Cleaner concentrate label as of the most recent EPA registration data.

Routine disinfection (general bacterial and viral, MRSA, norovirus):

  • Dilution: 1 part concentrate to 48 parts cool tap water. That is roughly 1/3 cup concentrate per gallon of water. Resulting chlorine concentration is about 1,000 ppm available chlorine.
  • Contact time: minimum 1 minute on a pre-cleaned hard, nonporous surface.
  • Working life of mixed solution: 24 hours when stored in a closed, opaque container at room temperature. Discard at end of shift.

C. difficile and other spore disinfection:

  • Dilution: 1 part concentrate to 9 parts cool tap water. Roughly 1.5 cups concentrate per gallon. Resulting chlorine concentration is about 5,500 ppm available chlorine.
  • Contact time: minimum 3 minutes wet on a pre-cleaned hard, nonporous surface.
  • Working life: 24 hours, same as above. Many infection-prevention departments require a fresh batch at start of every shift regardless.

For the RTU spray bottle (already diluted) the contact times are the same. You are not allowed to dilute the RTU further; the label permits use as-shipped only.

Never mix Clorox Healthcare bleach with ammonia-based cleaners, quaternary ammonium compounds, or acid cleaners (toilet bowl cleaner, descalers). The reaction releases chloramine or chlorine gas - both are immediately dangerous to life and health at concentrations easily reached in a closed restroom. OSHA HAZCOM 29 CFR 1910.1200 requires the label warning and a Safety Data Sheet (SDS) on file at every site of use.

Mixing procedure at the dilution station

PPE: nitrile gloves, ANSI Z87.1 splash goggles, chemical-resistant apron. A face shield is recommended when mixing the C. diff dilution because the higher hypochlorite concentration aerosolizes more readily.

  1. Confirm ventilation. The mix station must have either local exhaust or a window. Cal/OSHA Title 8 8 CCR 5155 caps chlorine at 0.5 ppm 8-hour TWA and 1 ppm ceiling. A poorly ventilated closet exceeds this on the first pour.
  2. Cool water first. Pour the measured cool tap water into the labeled secondary container before the concentrate. Adding water to concentrate (not the reverse) avoids splashing concentrated hypochlorite onto skin.
  3. Measure the concentrate with a dedicated graduated container reserved for this product. Cross-contamination from a container previously used for an acid cleaner has caused gas-release injuries documented in OSHA enforcement bulletins.
  4. Pour the concentrate slowly into the water. Cap the secondary container immediately.
  5. Label the secondary container with: product name, dilution ratio, mix date, mix time, mixer initials, and the hazard pictograms per GHS / OSHA HAZCOM. The label requirement is regulatory, not optional.
  6. Mark the time on the dilution log. 24-hour expiration starts at mix time.

Application procedure

  1. Pre-clean. Disinfection claims void on a soiled surface. Wipe visible soil with a clean microfiber and a neutral cleaner first. For C. diff isolation rooms many infection-prevention departments require a documented two-step process: a cleaning pass with detergent and a separate disinfection pass with bleach. Follow the facility infection-prevention policy.
  2. Apply the diluted bleach with a microfiber wipe, a spray-and-wipe, or a flat-mop method. Surface must be visibly wet for the full contact time. On porous or vertical surfaces the solution evaporates faster than the contact time and the disinfection claim is void; reapply.
  3. Do not rinse food-contact surfaces unless required by local health code; if you do rinse, use a potable water rinse after the full contact time has elapsed.
  4. Allow to air-dry for non-food-contact surfaces. Wipe with a clean microfiber on stainless steel to prevent the white residue that forms when chlorine and tap-water calcium evaporate together.

Surfaces that the label restricts

The Clorox Healthcare Bleach Germicidal Cleaner label limits or prohibits certain materials. Material compatibility errors are the most common warranty complaint on healthcare flooring.
