DOE And ENERGY STAR Rebate Documentation SOP

Why this matters

Appliance repair shops that install ENERGY STAR-rated replacement appliances are increasingly the customer's point of contact for utility-rebate and federal-tax-credit paperwork. The Inflation Reduction Act of 2022 plus state-level rebate programs created up to several thousand dollars per home in available incentives for heat-pump dryers, heat-pump water heaters, and high-efficiency appliances. The customer who gets a clean paperwork packet from your shop and successfully claims their rebate is a customer who recommends you. The customer who gets a partial packet and gets denied at the utility is the customer who blames you. This SOP defines what every install-and-replace job must produce.

Scope

This SOP applies to any job in which your shop installs a new appliance to replace an existing one, whether or not the customer specifically asked about rebates. The default assumption is that the customer wants the rebate; you ask once at intake and the answer drives the documentation path.

Step 1 - At intake, qualify the rebate path

When the customer's repair quote includes a recommendation to replace rather than repair, ask:

  • Is this appliance being replaced under a manufacturer or extended warranty? (If yes, the rebate path may be limited - confirm with the warranty administrator.)
  • Is your home served by a utility that offers appliance rebates? (Most US utilities do; check the DSIRE database or the utility's website.)
  • Are you interested in claiming the IRA Section 25C tax credit for the year of install?
  • Are you replacing electric with electric, or fuel with electric (the latter unlocks larger rebates under the High-Efficiency Electric Home Rebate Act)?

Capture the answers in Manuall Custom Fields on the Estimate. The rebate program selection drives which model the customer should pick and what documentation the install crew must produce.

Step 2 - Verify ENERGY STAR qualification

Not every model in a manufacturer's product family is ENERGY STAR rated. The customer who orders "the new GE dryer" without verifying the specific model is going to get one that does not qualify for rebate. The technician's job at quote time:

  • Look up the proposed model on the ENERGY STAR Product Finder at the EPA's website (energystar.gov).
  • Confirm the model is listed and qualified for the specific date range of the rebate program (some rebates apply only to the most recent specification version).
  • Print or screenshot the ENERGY STAR qualification page and attach to the Estimate.
  • Note the specification version (e.g., ENERGY STAR Residential Dishwashers Version 7.0) so the rebate application matches.

If the customer's preferred model is not ENERGY STAR rated, present an alternative that is. Document the customer's choice in the Estimate notes.

Step 3 - At install, capture the documentation set

The on-site technician must capture before leaving:

  • Photograph of the model and serial number plate of the OLD appliance (the one being removed).
  • Photograph of the model and serial number plate of the NEW appliance (the one installed).
  • Itemized invoice line showing the appliance model, serial number, install date, and customer name/address.
  • Copy of the ENERGY STAR qualification screenshot from Step 2.
  • Manufacturer's energy guide label (the yellow EnergyGuide sticker) photographed before the appliance is plugged in.
  • Customer signature on the install completion acknowledgment.

Store all six items in the Manuall Attachments module against the job. Tag the attachment "Rebate Documentation Packet" so the back office can locate it when the rebate processor calls.

Step 4 - Handle the old appliance per disposal requirements

Many rebate programs require proof that the old inefficient appliance was removed from service and recycled rather than re-sold. The DOE's Recycle My Old Fridge program and similar state-level programs require:

  • A recycler's certificate of receipt showing the old appliance's serial number.
  • Or photographic evidence of the old appliance at the disposal/recycler site.

Refrigerant-containing appliances (refrigerators, freezers, room ACs, heat pumps, heat pump dryers, heat pump water heaters) are also subject to EPA Section 608 of the Clean Air Act for refrigerant recovery before disposal. Your shop's refrigerant recovery records must show the old unit's serial number, recovery date, recovery technician, and disposition of the recovered refrigerant. Retain for three years per 40 CFR 82.166.

Step 5 - Provide the customer with the rebate-ready packet

Within 5 business days of the install, send the customer an email with the complete packet attached as PDF:

  • Itemized installation invoice (line item per appliance, model, serial, install date).
  • New-appliance model and serial photographs.
  • ENERGY STAR qualification page.
  • EnergyGuide label photo.
  • Old-appliance disposal certificate.
  • Recovery record for refrigerant-containing appliances.
  • A cover letter listing the rebate program(s) the customer indicated interest in at intake, with the program's web link and current submission deadline.

Use the Manuall Email module to generate the customer-facing email from a template. Log the send so the back office knows the packet went out.

Step 6 - Tax credit considerations (IRA Section 25C and 25D)

Customers replacing fuel-burning equipment with electric heat-pump equipment may be eligible for IRA Section 25C credits (30% of cost, capped per appliance category) or Section 25D credits. Your shop is not a tax preparer. Produce the documentation the customer's tax preparer needs:

  • Detailed itemized invoice showing appliance cost, labor cost, and total.
  • Statement that the equipment meets the applicable efficiency standard for the tax year.
  • Manufacturer's certification statement when available.

Refer the customer to a tax professional. Note in the cover letter that you have not provided tax advice.

Step 7 - Document retention and program updates

Retain the complete rebate packet against the job in Manuall Attachments for seven years (matches IRS statute of limitations for individual tax filings claiming credits). Customers who claim a credit and are later audited will call your shop for the original documentation. Assign a back-office owner to monitor ENERGY STAR program updates, the DSIRE database, and IRA implementing regulations through 2032; update this SOP's Knowledge Base article as caps and eligibility windows change.
